This is a SOURCES SOUGHT NOTICE only for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Gulf Coast Veterans Health Care System is seeking preferably SDVOSB/small businesses (but will accept other than small business for market research) capable of providing Charter Bus Transportation on October 13, 2016. See Draft Statement of Work (SOW) for details of services. DESCRIPTION SPECIFICATIONS/WORK STATEMENT: 1. Scope of contract. This is a firm-fixed price contract for transportation services for participants of the National Creative Arts Festival on October 13, 2016, in Jackson, Mississippi. 2. Transportation is needed to transport approximately 240 Veterans and 10 Department of Veterans Affairs Employees from the Marriott, Jackson, Mississippi, to Vicksburg Military Park, Vicksburg, Mississippi. The contractor shall provide four (4) - fifty-six (56) passenger buses and one (1) - fifty-four (54) passenger ADA Bus for the one day event. a. Pick up Address: Marriott 200 E. Amite Street Jackson, Mississippi 39201 Pick up Time:9:00am Date:October 13, 2016 Destination:Vicksburg National Military Park 3201 Clay Street Vicksburg, Mississippi 39183 b. Departure Site:Vicksburg National Military Park 3201 Clay Street Vicksburg, Mississippi 39183 Date:October 13, 2016 Drop Off:Marriott 200 E. Amite Street Jackson, Mississippi 39201 Drop Off Time:2:00pm 3. Each vehicle shall be equipped with operable air conditioning that is capable of maintaining a constant temperature between 20 and 24 degrees Celsius. Each vehicle shall come with a driver who is licensed to drive in Mississippi and is familiar with the routes in and around Jackson, Mississippi and Vicksburg, Mississippi. Each vehicle shall have passed a recent safety inspection which includes a brake inspection, exhaust inspection and engine services. Each vehicle shall have proper tire inflation and legal minimum tread depth. Each driver shall have a cell phone and be able to contact the Department of Veterans Affairs Point of Contact as well as to be contacted by the Department of Veterans Affairs Point of Contact. 4. The Contractor shall be responsible for all maintenance and recovery of all buses and shall provide a replacement bus as soon as possible but not later than 3 hours of notification that a bus in inoperable. 5. Each vehicle shall have a full tank of fuel prior to the transportation services. All fuel required for vehicle operation shall be provided by the contractor and shall not be priced separately. 6. The Contractor shall provide an emergency contact number to the Department of Veterans Affairs Point of Contact. 7. Qualifications: The Contractor shall ensure all drivers meet the standards required by Mississippi law to drive the specific vehicle assigned and vehicles are insured as required by Mississippi law. 8. Damages: The Contractor shall be bonded/insured against damage to employees and equipment for work done during the performance of this contract. Bondage/Insurance shall be at a minimum in accordance with local and national law. Offeror's response to this Notice shall be limited to 5 pages and shall include the following information: "Offeror's company name, DUNS, Federal Tax ID, address, point of contact, title, phone number, and email address "Offeror's capability to meet this requirement including any current contracts (Civilian or Government). Response must show clear and convincing evidence that your company has the capabilities and qualifications to provide this service to be considered as a source. SDVOSB and VOSB shall also show evidence that they will perform 51% of the work (additional 5 pages allowed). All parties are asked to identify any subcontractors that shall also be utilized. "Offeror's type of business (small or large) and socioeconomic status whether Service Disable Veteran Owned, Veteran Owned, Hubzone, 8(a), Woman Owned, Small Disadvantaged, etc. If applicable, Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned (VOSB) must be verified with the seal in VetBiz to be considered as a source. Same for/with subcontractor. The NAICS code 485510, Charter Bus Industry, applies and the Size Standard is $15.0 million. Responses must be received by no later than 3:00pm Central Standard Time, August 25, 2016. Responses shall be emailed to Beth.Cook@va.gov using "sources sought Charter Bus Services" in the subject line. Facsimile or Telephonic responses will not be accepted. All interested parties are reminded to be registered with the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award of Government contracts.
