Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E144, Bethesda, MD 20892, UNITED STATES Description: National Cancer Institute (NCI), Division of Cancer Control and Population Sciences Surveillance (DCCPSS) Research Program/Office of the Associate Director, plans to procure on a sole source basis support services of experts in TNM cancer staging with the goal of harmonizing the staging of cancer worldwide, from the American Joint Committee on Cancer (AJCC), American College of Surgeons, 633 N. St. Clair Street, Chicago, IL 60611-3211. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541990 and the business size standard is $15.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is to be a maximum of twelve (12) months. It has been determined there are no opportunities to acquire green products or services for this procurement. The Surveillance Epidemiology and End Results (SEER) Program of the National Cancer Institute is an authoritative source of information on cancer incidence and survival in the United States. Case ascertainment for SEER began on January 1, 1973, in the states of Connecticut, Iowa, New Mexico, Utah, and Hawaii and the metropolitan areas of Detroit and San Francisco-Oakland. During 1974-1975, the metropolitan area of Atlanta and the 13-county Seattle-Puget Sound area were added. In 1978, 10 predominantly black rural counties in Georgia were added, followed in 1980 by the addition of American Indians residing in Arizona. In 1992, the SEER Program was expanded to include the Alaska Native population in the State of Alaska as well as to increase coverage of the minority populations, especially Hispanics, in Los Angeles County and four counties in the San Jose-Monterey area south of San Francisco. In 2001, the SEER Program expanded its coverage to include Kentucky, the remainder of the State of California, New Jersey, and Louisiana. In 2010, the remainder of the State of Georgia also entered the program. The SEER Program currently collects and publishes cancer incidence and survival data from 20 population-based cancer registries covering approximately 28 percent of the US population. Information on more than 8.6 million in situ and invasive cancer cases is included in the SEER database, and approximately 450,000 new cases are accessioned each year within the SEER catchment areas. The SEER registries routinely collect data on patient demographics, primary tumor site, morphology, and stage at diagnosis, first course of treatment, and follow-up for vital status. The SEER Program is the only comprehensive source of population-based information in the United States that includes stage of cancer at the time of diagnosis and survival rates within each stage. The collection and reporting of cancer staging data by the SEER registries remains an important goal of the NCI. With the publication of the new AJCC 8th Edition TNM Cancer Staging Manual there is a programmatic need for resources to support SEER in its training and implementation activities. The NCI also has an ongoing interest in comparisons of population-based statistics at the international level. The opportunity to support a harmonization effort between the two governing bodies overseeing the development and implementation of cancer staging throughout the world will greatly facilitate international comparisons. Contractor shall perform the following: A. TECHNICAL REQUIREMENTS: The Contractor, as an independent agent and not as an agent of the Government, shall furnish all necessary qualified personnel, materials, equipment, supplies, and facilities not otherwise provided by the Government as needed to perform the technical requirements below. 1. TNM Staging Harmonization As new cancer staging systems are developed by the International Union Against Cancer (UICC) and the American Joint Committee on Cancer (AJCC), an evaluation is needed to understand how cancer registries can collect up-to-date staging data and still preserve long term staging trends in incidence and survival. The contractor shall provide a minimum of two (2), and a maximum of three (3) senior scientific leads who are professionals at the MD/PhD level and experienced in the development of new cancer staging standards to participate in ongoing collaborative efforts with the UICC and other Stakeholders to provide recommendations for the harmonization of cancer staging systems. This shall include the ongoing collaboration and development/maintenance of a crosswalk between UICC and AJCC TNM staging systems. i. Deliverables: Participation in conferences, workshops, committee meetings, and conference calls Progress Reports - The contractor shall submit 2 progress reports -- one each at 6 months and 12 months following contract award. Reports shall be submitted in a Word document transmitted via e-mail to the COR and SRP Associate Director. 2. AJCC 8th Edition Training Support The contactor shall provide a Senior Staging Expert who is highly experienced Certified Tumor Registrars (CTR) experienced in training CTRs in assigning cancer stage during data collection to provide ongoing periodical support and consultation on the AJCC 8th Edition related to the NCI's efforts in their ongoing development of data collection efforts, SEER*Educate, and SEER*RSA. Examples would be answering technical coding questions related to the implementation of the AJCC 8th edition and providing comments and suggestions on the content of the above mentioned products. i. Deliverables: Provide answers and feedback on an ad hoc basis regarding AJCC 8th edition staging implementation and training within the NCI SEER Program. Progress Reports - The contractor shall submit 2 progress reports -- one each at 6 months and 12 months following contract award. The reports shall include methods, results, and B. INSPECTION and ACCEPTANCE CRITERIA: The reports, containing relevant data items, per above, defined in section B will be scrutinized and subsequently accepted within thirty (30) calendar days of receipt by the NCI Technical Point of Contact, no later than the end of the Period of Performance stated above. Any deficiencies identified must be corrected prior to final approval. C. PAYMENT: NET 30 days from date of invoice. Payment shall be made after the acceptance of the deliverables in Section B, and submission of invoice to the address shown in the order. D. PERIOD OF PERFORMANCE: The Period of Performance will be a maximum of twelve (12) months from the date of award. E. CONTRACT TYPE: This will be awarded as a Firm-Fixed Price type contract. F. AWARD: Award will be made in the aggregate. The purpose of this acquisition is to acquire the services of experts in TNM cancer staging at the American Joint Committee on Cancer (AJCC), a component of the American College of Surgeons. Staging describes the severity of an individual's cancer based on the magnitude of the original (primary) tumor as well as on the extent cancer has spread in the body. Understanding the stage of the cancer helps doctors to develop a prognosis and design a treatment plan for individual patients. There are two governing bodies in the world which set the evidence-based standards under which new diagnoses of cancer are staged: the AJCC, which sets the standards used in North America and the UICC, which sets the standards for the remainder for the world. This contract will provide support for collaborative efforts between the UICC and AJCC with the goal of harmonizing the staging of cancer worldwide. Support will also be provided to the UICC for their portion of this effort through another mechanism. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 1:00PM EDT, on Aug. 31, 2016. All responses and questions must be in writing and faxed (240) 276-5401 or emailed to Catherine Muir, Contracting Officer via electronic mail at muirca@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
