Description
This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issuance of Sole Source, FOLLOW-ON contract with Interpark, LLC for short term leasing of parking spaces for the Chicago District's GSA Vehicle Fleet. GOVERNMENT REQUIREMENTS : The Chicago District requires a follow-on contract for the leasing of parking spaces for its GSA vehicles. Under the follow-on Contract with Interpark, LLC, the Chicago District would contract for the leasing of eight (8) parking stalls and one (1) unreserved parking stall at the Contractor's location CH616 (326 S. Wells, Chicago, IL. ) Two (2) of the GOVERNMENT vehicles are extra large sized pickup trucks, requiring a minimum overhead clearance of seven (7) feet as well as adequate safe turning radius in order for vehicles to safely navigate the parking facility. The government requires the parking stalls to be within close proximity/walking distance from the District, allowing for easy access to the vehicles that are used for critical field and routine trips to project sites/locations. The stalls must be in a secure and enclosed location with unlimited access to the USACE's employees and the facility must grant interchangeability of the USACE's Vehicles. FOLLOW-ON CONTRACT : By utilizing Interpark, LLC as the follow-on contractor, all of the aforementioned government requirements would be met. Their facility is located within walking distance from the Chicago District's headquarters; their parking spaces have the required overhead clearance of seven (7) feet, as well as adequate safe turning radius in order for vehicles to safely navigate the parking facility. With easy access to the vehicles, the trips made for critical project site visits cuts down on transportation time, which is vital to the Chicago District's field mission. Therefore, award to any other contractor than Interpark, LLC., would pose unacceptable risks to the government's mission and vehicles themselves. In the previous competed acquisition, although other facilities were near the Chicago District's headquarters, they were not able to reserve the number of required spaces needed to accommodate the Chicago District's vehicles. Furthermore, the respondent's facilities did not meet the required parking criteria as Interpark facility readily does. More importantly, if the Chicago District's employees aren't able to walk within a reasonable distance from the District to the parking facility, it would require them to purchase transportation; thereby, driving up overhead costs to be absorbed by the District's budget. Most recent market research concludes that the same situation exists as with the competed acquisition, that of which concludes non availability of the type of stalls needed for the District's vehicles. Since the District is in a position to maintain the required spaces and obtain the same level of parking criteria under a contract with Interpark, LLC., the stalls would be readily available at fair and reasonable prices and wouldn't be at risk of loss/forfeited at the current facility owned by Interpark, LLC. In that regard, competition would more than likely result in unacceptable delays to fulfill the agency's requirements. In consideration of the foregoing, these services are deemed available from the original source, Interpark, LLC due to unacceptable risks. It is imperative that strict parking provisions be complied with to allow the USACE to properly maintain the GSA's vehicles while under lease agreement with the GSA. This notice does not constitute a solicitation for offers, proposals, etc. However, interested firms may send a capabilities statement NO LATER THAN 4:30p.m. on 2 September 2016.
