Description
SOURCE SOUGHT REQUEST FOR INFORMATION 1. Market Survey Request. The U.S. Army is issuing this Sources Sought Request for Information (RFI) notice as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for the Light Tactical Trailer (LTT) variants. 2. Description of System. The LTT is a general-purpose cargo trailer specifically designed to be compatible with both the light and heavy variants of the High Mobility Multipurpose Wheeled Vehicle (HMMWV). The LTT operates throughout theater, with its prime mover, as multipurpose transportation and unit mobility support vehicles by combat, combat support, and combat service support units. The system operates worldwide on all surface types: 30% primary roads, 30% secondary roads, and 40% cross-country roads. The light cargo variant of the LTT (M1101) has a maximum payload capability of 1,940 pounds, and the heavy cargo variant (M1102) has a maximum payload capability of 2,740 pounds. The two trailer variants, whether fully loaded or empty, are capable of being towed at speeds of up to 55 miles per hour (MPH) on highway, 35 MPH on secondary roads, and 20 MPH cross-country. The LTT variants are identified as follows: LTT M1101: NSN 2330-01-387-5443 LTT M1102: NSN 2330-01-387-5426 3. Specifics. The performance requirements for the two LTT variants are contained in the Technical Data Packages (TDPs) 12450002 Trailer, Cargo - M1101, 12450003 Trailer, Cargo - M1102 and Army Tank Purchase Description (ATPD) 2171A. (In order to access the TDPs, send an email request to the point of contact below) 4. Proprietary Information. The United States Government (USG) acknowledges its obligations under 18 U.S.C. §1905: The Trade Secrets Act to protect confidential information provided to the USG. Pursuant to this statute, the USG is willing to accept proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following: • Data must be in writing and be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the USG is clearly notified regarding what data is proprietary. • Mark as proprietary only data that is truly confidential and to which there is a legal property right. • Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. Do not mark data that is available to the USG or to the public without restriction from another source. • Do not submit any classified data in response to this market survey. • Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS." 5. Disclaimer. The USG is not responsible for the public disclosure of unmarked data received in response to this market survey. Accordingly, the potential offeror shall ensure that technical data provided in response to this market survey shall be appropriately marked (see above) to ensure proper USG handling of the data. Should the USG need to reproduce the protected data for distribution purposes between USG offices, all such data will be reproduced with restrictive legends in place. 6. Clarification of this Action. This request is for a market survey. It is an inquiry intended to measure the level of industry interest, and capabilities for competing for potential USG contracts. Responses to these notices are not offers and cannot be accepted by the USG to form a binding contract. This is not a pre-solicitation notice or Request for Proposal (RFP), nor will any contracts be awarded from this announcement. Information provided regarding the potential contracts, as presented in this market survey, is subject to change. Additionally, this inquiry does not bind the USG to solicit for, or award any contracts. Participation in this survey from a potential offeror is solely voluntary; no reimbursements will be made to any offeror for costs associated with participation in this survey. Data submitted to the USG will not be returned, but will remain archived as part of historic records. Lastly, participation in this market survey, while important to U.S. Army acquisition planners, is neither mandatory nor is it requisite for future participation by any contractor in this or a similar RFP. 7. Questionnaire. Offerors who are able to meet the requirements of this survey, have the potential capacity and capability to meet the requirements based on the information provided, and who would be interested in competing for any potential contracts, please take the time to respond to the questionnaire below. 7.1. Information regarding your company: a. Please list company name and point of contact (including position, telephone number, and E-mail address). b. Please provide an address for both corporate office(s) and production facilities. c. Please provide your company's Commercial and Government Entity (CAGE) Code for both your corporate and production facility locations. d. Please list your company's North America Industry Classification System (NAICS) code. e. Please provide a description of your company to include history, years in trailer manufacturing business, significant events, facilities and locations, and partnerships/affiliates. f. The TDPs for the M1101 and M1102 variants include some drawings that are designated as Export Controlled. Is your company approved by the U.S. Department of State to handle Export Controlled data? 7.2 Specifications: a. What processes might your company use to enhance corrosion resistance to achieve a service life of twenty (20) years? b. Is there use of hazardous materials outside of the USG TDP (as defined in FAR 23.301) on the trailer or used in the production process of the trailer? If yes, please list the material used. c. Do the TDP or ATPD requirements included with this market survey, and the information above, present any technical challenges to your company? Please describe any challenges. d. Does your company see any necessary revisions to the TDPs included with this RFI? e. Does your company implement and maintain an ISO 9001:2008 or comparable quality management system? Explain the quality management system employed. Additionally, please indicate if your company's suppliers and/or vendors implement and maintain an ISO 9001:2008 or comparable quality management system. f. Does your company have experience with manufacturing trailers capable of hauling up to 2,740 pounds loaded weight? 7.3 Availability: a. What is the approximate square footage of your company's trailer manufacturing facilities? b. Would your company produce the required trailers in house or have a sub-contractor perform some or all of the manufacturing and final assembly? If so, what is the estimated percent between in-house and sub-contracted work? If your firm is a large business, what is the anticipated percentage of small business participation? c. Do you have recent experience (within the past three years) manufacturing trailers or products in accordance with commercial or military TDPs or USG performance specifications? If so, provide examples of these trailers or products. Please include contract numbers for any USG contracts. d. How many M1101 and M1102 would your company be capable of delivering monthly? Please list the minimum and maximum quantities for each variant as well as a minimum and maximum total production quantity per year. e. What is your company's anticipated lead time for production materials requisite in the manufacture of the M1101 and M1102 after receipt of contract award (in days)? Please list for each variant. f. USG testing could take five months to complete. What is your company's anticipated lead time for delivery of the M1101 and M1102 after receipt of contract award (in days)? Please provide a time frame for each variant. g. If you have produced a comparable system to the LTTs described herein, what was the monthly rate of production? h. What is the minimum order quantity required by your firm in order to maintain a sustained production line for the LTT variants? 7.4 Estimated Cost: Please provide all costs in current (FY16) U.S. Dollars (USD). a. Please provide a Rough Order of Magnitude (ROM) cost estimate for your company to produce the Light Tactical Trailers described in this Market Survey. b. What are your company's top three most significant cost driving components for the M1101 and M1102? c. What is your company's economical order quantity for the M1101 and M1102 trailer? Please provide the ordering quantities required for the first three price breaks, and approximate cost savings per trailer at each quantity. d. If your company currently produces trailers of a similar size, weighted payload and mission profile to the LTT identified in this RFI, please provide the approximate cost of that trailer. The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336212.
