Interested vendors please complete and return Attachment_1 on or before closing date and time on this notice. (I) This is a combined synopsis/solicitation in accordance with Federal Acquisition Regulation 13.5 for commercial items prepared in accordance with (FAR) Parts 12 and 13 using the format found at FAR Subpart 12.6 - Streamlined Procedures for evaluation and solicitation for commercial items and supplemented with additional information included in this notice. Contracting officers shall use the policies in this part in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 13, Simplified Acquisition Procedures Contracts for the acquisition of commercial items are subject to the policies in other parts of the FAR. When a policy in another part of the FAR is inconsistent with a policy in this part, this part 12 shall take precedence for the acquisition of commercial items. (ii) This solicitation number AG-6395-S-16-0203 is being issued as a, request for quotation (RFP) (iii) In accordance with Federal Acquisition Regulation (FAR) clause 52.252-2 (Feb 1998);The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. Must fit into current location of existing machine that needs to be replaced All cost to include but not limit to: overhead, general and administrative, profit, insurance, and shipping. (vi) Description of requirements for the items to be acquired. STATEMENT OF WORK RACK WASHER A. Size and Configuration: 1. Exterior Dimensions: a. Width: 95 ¼ " b. Length: 100 " c. Height: 106 1/3 " d. Recommended Minimum ceiling Height : 118" 2. Internal Chamber Dimensions: 48.8 "(W) x 90.5 "(L) x 87.9 "(H) 3. Loading Capacity: One of the following per load. a. One standard presentation rack b. Two compact presentation rack c. One double-sided IVC rack / Rabbit Racks / Primate Racks. 4. Treatment Phases and Cycle Time: a. Each wash cycle that includes detergent wash, Acid, drip, rinse, and vapor exhaust treatment shall not exceed: I. Rodent cages- 10 minutes II. Rabbit racks - 8-15 minute 5. Installation Configuration: a. Pit-mounted or pit-less. b. Door(s): Single door pass-thru configuration. 1 door on each side for dirty entry and clean removal. c. Door Mounting and Operation: Hinged, manual operation. Doors swing adjustable per customer request. B. Operational Features 1. Heating System: Steam 2. Spray System: a. Separate wash and rinse nozzles on oscillating manifolds b. 100% separated wash and rinse circuits to prevent any risk of cross contamination 3. Machine Operation: Wash cycle shall be selectable and started from control system's operator interface panel. Equipped with the following features: a. Recirculating water system equipped with in-line self-cleaning filter. b. Water and energy saving features. c. Vented vapor removal system. d. Water Consumption: Not to exceed 20 gal/cycle 4. Treatment Phases: Each wash cycle shall be able to be programmed for but not limited to the following: Detergent Wash, Acid, Drip, Rinse, and Vapor exhaust. a. Detergent Wash: I. Wash with hot water and detergent. II. Water supply: Wash tank. III. Temperature: Not less than 140 degree F. a. Dripping: Pauses before next phase to allow detergent water to drain back to wash tank; followed by back flushing the in-line self-cleaning filter. b. Rinse: Rinse with non-recirculated clean, hot water. I. Water supply: Fresh hot water in dedicated rinse tank. II. Temperature: Not less than 180 degree F. III. Ability to turn temperature tape if required. c. Exhaust: Remove vapor saturated air from chamber. d. Exposure Time: Exposure time of each treatment phase shall be factory pre-programmed and unit shall be able to be re-programmed or adjusted during Commissioning. CONSTRUCTION A. Material: 1. Base and sump: Type 304 stainless steel, 12 gauge. 2. Door panels: Type 304 stainless steel, 16 gauge. 3. Exterior panels: Type 304 stainless steel, 14 gauge. 4. Chamber Wall: Stainless steel construction with reinforcement and insulation. 2. The wall assembly is fastened and sealed to the base to insure a watertight chamber. 3. Mechanical Area: Control system and mechanical system including tanks, pumps and service connection valves shall be confined to an enclosed area on the side of chamber. 4. Exterior Enclosure: Stainless steel panel. 5. Provide access panels for equipment servicing where required. C. Base: 1. Integral base frame and chamber sump construction. 2. Support Frame: Structural steel frame assembly capable of supporting integral sump. 3. Chamber Floor: Modular stainless steel removable grating panels. D. Door(s): 1. Door Frame Construction: Double-skinned sandwich construction with reinforcement and insulation. 2. Glass Panel: Full length tempered glass hinged door (mounted on a s/s reinforced frame featuring a consolidated inflatable gasket solution. a. Minimum Size: 77.5" Tall x 38.2" Wide b. The glass must consist of two ¼" layers with Polyvinylbutyral film in between. c. Doors (frames, glass and gaskets) to provide 100% air tight application, full vision inside the chamber, and reduced noise and heat transmission when the machine is running. d. During a standard cycle the maximum temperature measured on the external glass cannot exceed 107°F. e. The glass panel must be certified by an independent institute for compliance with UNI EN 81-1:2008, UNI EN 81-2:2008, UNI EN 12600:2004 in regards to crash resistance. 3. Deliver fresh clean and pressurized water to rinse circuit of jet-spray manifold. b. Used rinse water to be returned to wash tank for re-use and conservation of heat load D. Detergent Pump: 1. Pneumatic diaphragm pump type. 2. Equipped with sensor to detect level of chemical in the drums, and send an alarm signal to the PLC display when the drum is empty. E. Steam Heating Coil: 1. Proceed with Work when conditions shall permit work to be installed in accordance with original design, accepted submittals, and manufacturer's printed instructions. Final utility connections shall be performed by on-site General Contractor. C. Interface with Other Products: Coordinate for proper installation of mechanical, plumbing and electrical services. FIELD TESTING, DEMONSTRATION AND TRAINNING A. Site Commissioning 1. Perform after completion of installation. 2. Perform by manufacturer's personnel. 3. Witness by Customer's representatives. 4. Turn over equipment to Customer's in an approved condition and: a. When agreed functional tests have been executed and approved. b. After test running and notification by the manufacturer. B. Manufacturer shall provide on-site training. C. Training shall include but not be limited to the following: 1. Operator/Basic Training: a. For Customer's personnel required to operate the system. b. Course description includes but shall not be limited to: I. Overall system description. II. Safety regulations. III. Start up and shut down of the System. IV. System documentation. V. Trouble shooting and error handling. 2. Maintenance Training: a. For operation supervisor and facility's maintenance personnel. b. In addition to items listed under Operator/Basic Training, this course includes, but shall not be limited to: I. Manufacturer's maintenance services. II. Maintenance required. III. Control system program survey. IV. Change control system program parameters. V. Spare parts list. VI. Spare parts kit. CLEANING AND PROTECTION A. Clean work area and dispose of spent materials on daily basis. B. Touch up and restore any factory finishes damaged during delivery and installation. Repair, remove and replace defective work as approved by the Customer's representative. C. (xiii) Warranty Implied Warranty - The Government's post award rights contained in 52.212-4 are the implied warranty of merchantability, the implied warranty of fitness for particular purpose and the remedies contained in the acceptance paragraph. Additional Warranty - : Explain all details of the warranty. If an extended warranty is available explain details of extended warranty including price and availability after initial warranty expires. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government.
