Description
This effort is for competition for the West Virginia National Training Support Services contract. The purpose of this contract is to: 1. Provide support to enhance the West Virginia Special Operation Forces (SOF) and other organizations' Unconventional Warfare (UW) missions; and 2. Provide Casualty Role Player (actor) and Subject Matter Expert Support for the Chemical Biological Radiological Nuclear High Yield Explosive Enhanced Response Force Package (CERFP). The Government intends to award one single award Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year plus four option years for the performance of: Unconventional Warfare and CERFP planning, role playing, lane development, linguist services, Matter Expert services. The full term of award is 5 (five) years; one (1) base year and four (4) option years. The North American Industry Classification Systems (NAICS) code is 541990. All services are non-personal in nature. This procurement includes the set-aside for award to a Hubzone business, providing sufficient qualified offerors present proposals. Businesses who anticipate proposing as a joint venture (JV) with a large business shall be required to provide the Small Business Administration's approval of their joint venture with their proposal submission. The Government intends to issue a solicitation, which will result in a best value award. The source selection process will be conducted in accordance with FAR Part 15.3 and DFAR Part 215.3, Source Selection. Evaluation factors include, but are not limited to, Technical (experience and capability, management practices and approach), Past Performance and Price. The proposals will be submitted in written format. The Government intends to award without discussions; therefore, the offerors initial proposal shall contain its best terms. The solicitation will be available on or about 1 September 2016. The solicitation and associated information will be available at the following website: https://www.fbo.gov/. All contractors and subcontractors interested in the contract must register at this website. The solicitation closing date is schedule on or about 16 September 2016. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the U. S Government System for Award Management https://www.sam.gov/database. All responsible HUBZone sources may submit a proposal which shall be considered by the agency.
