- This is a Sources Sought notice. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. This Sources Sought is a market research tool being utilized to determine the availability of qualified small business concerns prior to issuing a Request for Proposal. This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. All responses will be provided by an e-mail response. No presentations will be scheduled. In accordance with the Federal Acquisition Regulation 5.2, Indian Health Services is conducting a Sources Sought notice for Computer Programming Services. This service will take place at the Indian Health Services Headquarters located at 5600 Fishers Lane, Rockville, MD 20857. The Indian Health Service (IHS) seeks proposals for a contract to provide management and technical assistance on the IHS Health Facilities Data System (HFDS) and other data systems used by the Division of Facilities Operations (DFO). The contractor is essential for keeping these systems operational, improving and enhancing the systems as needed, acting as a liaison between the existing web developer contractor and DFO and providing technical support to end users as well as providing data analysis and reporting to management. Initial development of the HFDS was developed in the 1990s by in house staff using MS Access and SQL Server. Over the years the system has evolved in complexity and into a web based application while also having a headquarters version for administrative features that is still MS Access based. The other DFO systems are both web applications as well as MS Access client server and are mostly maintained by DFO's IT Specialist. The Senior Software Developer shall have the knowledge and skills in the following: (1)Master level knowledge of Microsoft SQL Server, Microsoft Access 2000 and above, Visual Basic for Access and Visual Basic and Federal real property and auditing standards. (2)Proficient in ColdFusion, Web Development, HTML and Javascript. (3)Demonstrated knowledge of Section 508 Compliance. (4)Demonstrated knowledge of the Indian Health Service Healthcare Facilities Data System (or equivalent facilities management/real property database); (5)Demonstrated knowledge of Federal Financial Accounting Standard 6 and audit requirements; (6)Demonstrated knowledge of the Federal asset management initiatives promulgated by the Federal Real Property Council through the implementation of the President's Management Agenda and Executive Order 13327, Federal Real Property Asset Management; (7)Knowledge of full life cycle software development as it relates to relational databases to evaluate and/or develop changes in systems and advice on the use of these systems; (8)Demonstrated knowledge of the database concepts and computer information systems necessary to maintain and develop large software systems needed to support the agency and multiple programs nationwide; and (9) Past performance on software service contracts. The North American Industry Classification System (NAICS) Code are 541~Professional, Scientific, and Technical Services, 541511 Custom Computer Programming Services, with a Small Business Size Standard of $27.5 million. The written response to this notice should consist of the following items: a. Company Name. b. Company DUNS number. c. Company point of contact, mailing address, telephone and fax numbers, and website address d. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representative's e. Date submitted. f. Type of Company: All respondents should register on the SAM located at https://www.sam.gov/portal/SAM/#1. g. Provide 3 sample service projects amount ranging from $100,000.00 to 500,000.00. On each of the sample state the following: 1.Was your firm the prime? 2.What percentage of the work did your firm complete? 3.What type of service was it? Sample projects completed within the past five years are considered more relevant than projects completed more than five years ago. Sample projects with federal, state, or local Government, and/or commercial customers will be accepted. Respondents will NOT be notified individually of the results of the sources sought. Important Notice: It should be clearly understood that this Sources Sought notice is not an award or commitment by the Government. The offeror is further advised that funding may not become available. If funds are not available, no award will be made.
