- This is a Notice of Proposed Contract Action; this document does NOT constitute a Request for Quotation, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that the Government will take procurement action in this matter. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to notify industry of the United States Air Force's intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications. The Government recognizes that proprietary data may be a part of this effort, and cautions that such data be clearly marked "restricted" or "proprietary" data, and present it as an addendum to the non-restricted/non-proprietary information. Please do not request a copy of a solicitation as one does not exist. This synopsis is for a proposed contract action in accordance with (IAW) FAR 5.201(b)(1)(i), for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-11(a)(2) which states that "When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for". The Air Force Test Center (AFTC), Directorate of Contracting, Contracting Construction Section (PZIOC) at Edwards AFB, CA intends to award a sole-source firm-fixed-price (FFP) contract for "Repair Fire Alarm System Base-wide". The NAICS code is 561621 with a size standard of $20.5M. Requirements: The anticipated contract will be a FFP construction contract for the required fire alarm system equipment, installation, configuration, certification, and testing. The primary scope of the requirement is the complete replacement of the previous wired fire alarm transponder with a new wireless fire alarm system from Monaco Enterprises, Inc. for up to 373 buildings at Edwards AFB. The Government requires that the Contractor furnish all supervision, labor, equipment, and materials necessary to perform all operations to obtain and install a new Monaco D-21 Emergency Management (EM) fire alarm monitoring system base-wide, comprised of three D-21 EM Systems, 14 Mobile Clients, and 336 Building Transceivers (Basic, 356 Option 1, 373 Option 2), including all installation, configuration, testing, and training. The installation of the transceivers for up to 373 facilities with installed automatic fire alarm systems shall comply with industry standards and National Fire Protection Association (NFPA) Standards 72-26.2.2.1. All inspections and testing shall be performed IAW United Facilities Criteria (UFC) 3-601-02, Operation and Maintenance: Inspection, Testing, and Maintenance of Fire Protection Systems, and International Code Council (ICC)/American National Standards Institute (ANSI) A117.7. The system must report into the Emergency Communications Center (ECC) and alternate ECC, provide Computer-Aided Dispatch for the Fire Department with point-to-point capability, and provide remote system for industrial control. The system shall meet the requirements of Air Force Instruction (AFI) 10-2501, Air Force Emergency Management Program, specifically Table 5.1, Minimum Installation Emergency Operations Center Common Operational Picture Criteria. Anticipated Vendor: Monaco Enterprises, Inc. 14820 East Sprague Avenue Spokane, WA 99216 Additional Information: The Government requests that interested concerns who believe they can fully support this requirement furnish the following information to the individuals listed below: (a) Company name, address, point of contact, telephone number, and e-mail address. (b) Sufficient detail to allow the Government technical representative to evaluate and determine if the suggested system can meet the Government's requirement.
