- Special Notice Number: PIFSC-16-SN03 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Marine Fisheries Service, Pacific Islands Fisheries Science Center This is a Special Notice of intent to procure services for evaluating the presence of and exposure to pathogens including but not limited to morbillivirus, herpesvirus, and protozoal parasites in Hawaiian monk seals as part of a long-term population health monitoring and disease surveillance program for wild, free-ranging seals sampled as part of research activities as well as for seals taken into rehabilitation for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC), Protected Species Program (PSD) on a sole source basis with University of California Davis, School of Veterinary Medicine, One Health Institute, Marine Ecosystem Health Diagnostic and Surveillance Laboratory. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures estimated not to exceed $150,000.00. The proposed vendor will provide analyses for viral pathogen polymerase chain reaction (PCR) and partial sequencing on fluid or tissue samples from Hawaiian monk seals, analyses for viral pathogen whole genome sequencing on pathogens obtained from fluid, swab, or tissues samples from Hawaiian monk seals, and analyses for protozoal pathogen antibody titers and tissue cultures obtained from fluid or tissues samples from Hawaiian monk seals. UC Davis has the expertise and the experience in handling samples and swabs for morbillivirus and other viral pathogens from marine mammals and has participated in various Unusual Mortality Events (UMEs) investigations over the last 9 years for NMFS. Their laboratory has been part of several international inter-laboratory comparisons with European Union laboratories for various marine mammal pathogens including morbillivirus. UC Davis has experience with the sample tracking, chain of custody, and paperwork associated with the legal aspects of these services. Their laboratory also has the expertise to summarize and analyze patterns of disease and evaluate risk factors for exposure to disease in marine mammals. Therefore, they often participate as a member of the multidisciplinary teams that investigate UMEs as well as other diseases that affect marine mammal or other wildlife populations. Finally, this laboratory has worked as diagnostic support for recent national UMEs and other national missions and has provided rapid turnaround of PCR results to managers and responders. By using the same facilities for sample analysis we can ensure our results are more directly comparable to other marine mammal health studies. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately one year from the award date. The NAICS code for this procurement is 541380 with a corresponding size standard of $15.0 million. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources with the expertise and required capabilities may submit such data which demonstrates the requirements stated above. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only University of California Davis can provide the service stated above. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM) and are required to complete the electronic representations and certifications via the SAM website.
