- Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.3 and in accordance with the requirements of FAR 6.303-1, DHS intends to procure on a sole source basis a modification to Cost Reimbursement Contract HSHQDC-15-C-B0010 which was awarded in accordance with FAR 35.016 off DHS Broad Agency Announcement (BAA) 14-004 to PEPperPRINT GmbH in June 2015. The period of performance was for a period of 24 months. The objective of the contract is to identify subtype and stage-specific biomarkers for Dengue virus infectious disease across the 4 closely related Dengue virus serotypes (1-4). The objective of this contract modification is to develop peptide array host-based diagnostic tests which can discriminate infections from closely related viruses (Zika and Dengue) that are co-circulating in the same geographic location, and to distinguish these infections from each other and from other closely related flavivirus, which cross react serologically, as well as from syndromic near neighbors (viruses that cause rash, conjunctivitis, and other mild symptoms) transmitted by mosquitoes these infections and enable public health actions and decisions. Given PEPperPRINT GmbH has already generated data analyzing human samples against the 4 different types of dengue virus serotypes under the current contract, the proposed modification to include analysis of human samples against Zika virus would allow for a direct comparison of the results and allow DHS to achieve its goal (as documented in OPO BAA 14-004 for which the PEPperPRINT GmbH was awarded) of obtaining a better understanding of the resolving power of peptide array technology as applied to the development of molecular diagnostics to resolve the exposure history to similar pathogens. The proposed contract modification will provide a unique opportunity to resolve the problem with the current Dengue virus diagnostic test, which is to overcome the documented cross-reactivity associated with the current Flavivirus diagnostic tests. Therefore, the proposed contract modification provides a rational approach to developing an improved, definitive test and will allow DHS to better understand the resolving power of peptide array diagnostics for other DHS end user applications. The specific FAR Subpart supporting this justification is FAR 6.302-1 only one responsible source. The total estimated cost for this proposed action is $624,000.00.
