- Package Detail REQUEST FOR INFORMATION Video editing services to develop a training video from a training event This RFI is issued solely for information, planning purposes, and market research only; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to contract for any supply or service. The Drug Enforcement Administration (DEA) is not at this time seeking proposals. The purpose of this RFI is to seek industry information regarding video editing services. Responses should provide a recommended approach and detailed answers to the questions below. Small businesses are encouraged to respond to this RFI in order to assist DEA in determining the potential level of interest, adequate competition, and technical capability of the Small Business community to fulfill this requirement. However, responses to the RFI are solicited from all interested parties. REQUIREMENT The DEA’s Office of Diversion Control is seeking video editing services to create a training video from footage filmed at the Federal Pharmaceutical Drug Investigations and Prosecution Training taking place in August 2016. In 2014, according to the Centers for Disease Control, opioid overdoses killed 28,000 people in the United States, with more than half of those deaths caused by prescription opioids. Since 1999, the amount of opioid pain medicine prescribed in the United States has quadrupled, with a corresponding rise in the number of deaths from prescription opioids. In addition to the addiction and death created by the abuse of pharmaceutical drugs diverted from legitimate use, it is clear that the use and abuse of prescription opioids is a gateway to the use of heroin. Efforts to stem the diversion of pharmaceutical medication, particularly powerful opioid pain relievers such as OxyContin and hydrocodone, are a critical piece of the DEA 360 strategy designed to reduce violence and drug overdose deaths in cities across the United States. The ability to achieve successful Federal criminal prosecution of those involved in the diversion of pharmaceutical drugs is necessary for the success of the DEA 360 strategy and the goals to reduce the harm created by opioid addiction. This training is designed to educate investigators and prosecutors on all phases of the successful investigation and prosecution of diversion cases. It is estimated that 30 instructors will be conducting this training which will include PowerPoint presentations. The event will produce video footage from three (3) full days of filming beginning at 8:30 each morning and conclude around 5:15 p.m. There will be scheduled breaks in the morning, lunchtime, and afternoon. The event will be filmed using Ki Pro - Ki Pro - Products - AJA Video Systems, and there will be three cameras recording footage with two AJA Recorders - one for live edit and one for isolated camera recording. A switch version will be created by the video company at the event, and the raw feed version will be used to supplement the video as necessary during the editing process. The video files will be produced in Apple ProRes format and produced on portable external hard drives. These videos will need additional editing to produce a formal training video, which will be posted online and within a learning management system for federal prosecutors and investigators to receive credits and valuable diversion-related advocacy and investigative instruction. Request Details: 1.Ability to cooperate with a small team to provide guidance and advice regarding the most efficient and effective post production editing techniques necessary to produce a formal training video for government website. 2.Ability to edit and produce a clean, high quality training video from footage provided from the DEA’s three-day Federal Pharmaceutical Drug Investigations and Prosecution Training. 3.Ability to review and edit footage filmed by Ki Pro - Ki Pro - Products - AJA Video Systems. 4.Compatibility with system requirements to download and edit RAW ProRes files from Hard Drives. 5.Ability to merge switch version of footage with separate isolated camera feed footage. 6.Ability to split entire edited video into chapters for online viewing/training purposes. 7.Ability to add graphics, slides, captions, or videos to existing footage. 8.Ability to edit and turnaround training video on an expedited timeline.
