- VA101-16-R-0065 Indefinite Delivery/Indefinite Quantity Architectural and Engineering Services Service Disabled Veteran-Owned Small Business Set-aside QUESTIONS AND RESPONSES 1. May a cover page be included or is this considered as irrelevant material? If included will it count towards the page count? Response: A cover page may be included and it will count toward the page count. 2. Do the tabs count towards the 65 page count for Part I? Response: The tabs will not count as long as it is used for identifying the sections of the SF 330. 3. The RFP states not to include a cover letter, however the note for JV on page 13 states for JV to provide information. Please clarify. And if this is to be included, does it count for the page count? Response: The signed letter of intent to form a JV is not considered a cover letter or extraneous materials and will not be considered as part of the page count 4. For the PPQ's requirement is this to be included as an appendix or part of Part I? Response: All past performance questionnaires should come directly from your clients. Your SF 330 should not have any past performance questionnaires as part of an appendix or Part 1 of the SF 330. PPQ will not be included as part of the page count for SF 330 Part 1. 5. For the sub section of item 5 on page 11, "Other Factors", is the sub's information to be included as well or is this for the prime only for the claims and insurance information? Response: Only for prime and JV firms. 6. On page 10, I. Key Personnel, b. Specialized and Technical Experience. Is this information to be included as a tab of the matrix or addressed as sub section of section H or may this be addressed within the resumes in section E? Response: This information should be under section "F" titled "EXAMPLE PROJECTS WHICH BEST ILLUSTRATE PROPOSED TEAM'S QUALIFICATIONS FOR THIS CONTRACT" or as a subsection in Section H. Please remember the page limit for SF 330 Part 1 is 65 pages. 7. For the detailed narratives of relevant projects construction completed within the last 5 years, are we allowed to use IDIQ's or only individual task orders? Response: You can use IDIQs or delivery/task orders but you should consider relevance (size, dollar value, and similar) and recent. 8. In the RFP, under A-Factor 1 - Technical Capabilities - 1) Key Personnel, the solicitation lists geotechnical engineer and land surveyor, but in Appendix I it doesn't include the minimum qualification for these disciplines. Are these disciplines still required? If so, what are the minimum qualifications for these two disciplines? Response: There is an amendment forthcoming to address the need for geotechnical engineer and land surveyor. 9. Under (b) Specialized and Technical Experience, the solicitation states "to provide a description of relevant, recent projects, with clients, for which the team members provided a significant technical contribution. Work on these projects must have been in the last five years. Indicate how each project is relevant to the Task Groups described herein." Just for clarification, is this the project experience that the VA wants highlighted in SF 330 Part F. Also, are these the projects which require past performance questionnaires (PPQs)? Response: Specialized and Technical Experience should consider highlighting projects that are relevant to the Task Groups described in the notice but, you can submit any projects in the last five years. The SF 330, Part F should consider highlighting projects relevant to your Specialized and Technical Experience but, you can use any projects within the last five years. You can send PPQs to any client of your choice but, you should consider highlighting those projects that are relevant and recent. 10. Factor 2 Past/Performance - The solicitation states to provide a minimum of three (3) but no more than five examples of similar work for each task group (except for task group 3 - Technical/Expertise Studies - we can provide up to seven (7) examples). Just for clarification, does the VA want firms to highlight this experience in Section H and only provide PPQs for the projects highlighted under specialized and technical experience that are included in SF 330 Part F? Response: The VA is allowing up to 5 examples of past/present performance except task group 3 where you can submit up to 7. The past/present performance information can be included in section H or you can use the projects from SF 330, Part F if they are examples of similar work described in the task groups. There is a page limit of 65 pages for SF 330, Part 1. 11. Does the value engineer need to be in the east coast branch office? Response: The location of the team and offices are considered in evaluating the responses to the notice. That being said it is your decision to use a value engineer in the east coast office or somewhere else. 12. Please clarify on page 10, item III. Location (CFM Regional Office Map Appendix II). Is this the same list referenced for Block 10 in the Part II or is this in additions to the Block 10 list? Response: I am assuming your reference to "Block 10 in the Part II" is the SF 330, Part 2, Block 10. CFM Regional Office Map Appendix II reference the area the VA considers the Eastern Region. The SF 330, Part 2, Block 10, Profile of Firm's Experience and Annual Average Revenue for Last 5 Years, you can use any relevant experience categories and associated profile codes. Consideration should be given to projects in SF 330, Part 1, section F. 13. Can you kindly provide clarity regarding Factor 2, specifically task group list. There are four (4) task groups and 35 sub-task sections. 1. Do you want to see three to five project examples of similar work for each of the sub-task sections? OR 2. Do we want to see for example, Task Group 1 lists nine (9) sub-tasks, we pick three to five of these nine to illustrate our project experience? Response: Do we want to see for example, Task Group 1 lists nine (9) sub-tasks, we pick three to five of these nine to illustrate our project experience? 14. When will the responses to the questions be posted? Response: Anticipate the posting of questions the week of August 7, 2016. 15. On Page 10 of 13 in the Solicitation first paragraph, there is a list of key personnel to be shown on the Section D org chart and Section E resumes, however, this list is not the same list presented as the 17 key personnel in Appendix I. Do we need to include the additional key personnel in Appendix I on the Section D org chart and do we need to include their resumes in Section E? Response: The minimum key personnel required on the org chart in Section D of the SF 330 are architect, structural engineer, civil engineer, mechanical engineer, electrical engineer, fire protection engineer (registered with evidence of successful completion of Fire Protection Examination), historical preservation engineer, and environmental engineer. However, the minimum resumes to be included in Section E of the SF 330 are architect, structural engineer, civil engineer, mechanical engineer, electrical engineer, fire protection engineer (registered with evidence of successful completion of Fire Protection Examination), geotechnical engineer, land surveyor, historical preservation engineer, and environmental engineer, project manager, interior designer, cost estimator/engineer, medical equipment planner, and space planner. 16. On Page 11 of 13 in the solicitation in the paragraph labeled B. Factor 2 Past/Present Performance, you have requested that we present a min of 3 but no more than 5 project examples for each of the 4 task groups. Do each of these projects need to be exclusive to a task group or can one project represent more than one task group? In other words, do we need to include a minimum of 12 projects or can we show 9 projects if they address more than one task group? In addition, please clarify that all of these projects are to be presented in Section F? Response: One project can represent more than one task group and/or task in the task group but, you must identify the task group and the task the project represents. The projects in Section F of the SF 330 should be example projects which best illustrate proposed team's qualifications for this requirement. 17. On Page of 11 of 13 in the second part of the paragraph labeled B. Factor 2 you outline your request for the Past/Present Performance Questionnaires. We understand this direction to limit these requests to only those projects that represent the task groups and are presented in Section F? Also, to minimize our clients' workload, if we have an existing PPQ completed within the past 3 years for any of these projects, would you accept those? Would a CPARS evaluation be acceptable as a replacement for a PPQ? Response: Past/Present Performance Questionnaires should represent those projects that best illustrate past/present performance for the task groups listed. We will not accept previous PPQ. CPARS cannot replace PPQ but, you can include them with your response. Please remember the page limit for SF 330, Part 1 is 65 pages. 18. Assuming 1 week turnaround time for questions is it possible to extend the due date one week (August 30th) to accommodate proposal revisions based on answers to questions? Response: At this time the response date will not be extended. 19. With the amount of detailed information requested the 65 page limit for all of Part 1 and Section H seems almost impossible to comply with yet still present the information requested in a compelling way. Is it feasible to extend this page limit to 100 pages? Response: At this time the 65 page limit will not be changed. 20. The solicitation states, "Interested firms must list on the SF 330, Part II, block 10, the type, amount and dates of all fees for relevant A/E Services awarded and negotiated with awards between 2010 and the present." According to the FAR the revenue index (block 10) is based on the last three years of revenue and is used to determine the small business size standard threshold within NAICS. Having firms calculate the last 6 years vs. 3 years could show revenue over the NAICS threshold for this procurement. Are we to ignore the FAR for calculating revenue and re-develop all Part II's for the past six years? Would this new calculation force bidders who are under the small business threshold according to the FAR to be thrown out of competition based on this new requirement? Response: Please conform to the requirement as stated in the SF 330, Part 2, Block 10. 21. What projects are Past Performance Questionnaires being requested for? The prime only or all projects highlighted in Section F of the SF 330? Response: Past/Present Performance Questionnaires should represent those projects that best illustrate past/present performance for the task groups listed. The projects in Section F of the SF 330 should be example projects which best illustrate proposed team's qualifications for this requirement. It is your decision which project clients receive a PPQ. 22. There are no key personnel qualification descriptions for Geotechnical Engineer and Land Surveyor will these be provided? Response: An amendment is forthcoming to address this issue.
