The award will be made to the offeror whose proposal represents the Best Value to the Government. The following factors shall be used to evaluate offers and are listed in descending order of importance. When combined, the non-price factors are equal to price. Non-Price Factors: Factor 1: Qualifications of Personnel Factor 2: Past Performance Factor 3: Price This will be a best value selection. The award will be made to the offeror whose proposal represents the Best Value to the Government. Offerors are advised that this may result in award to other than the lowest priced offeror or other than the highest technically rated offeror. The process of determining whether an offeror is responsible will include a review of government databases to ensure satisfactory past performance on previous contracts with the federal government. The Government reserves the right to use data obtained from other sources while conducting its evaluation. Description of Factors for Award Each evaluation factor is described below: Non-Price Factor 1: Qualifications At a minimum, the principal investigator, the archaeology field crew supervisor, and the field crew are to meet the Secretary of the Interior professional standards for conducting archaeological inventories. The principal investigator, and the archaeology field crew supervisor are to have a minimum of an MA degree in archaeology; at least one year of full time professional experience in archeological research, administration, or management; at least one year of supervised field and analytic experience in North American archaeology; in addition, at least one year of field experience in the Plains and Eastern OK region. Non-Price Factor 2: Past Performance The offerors proposal will be evaluated to determine the extent to which its past performance demonstrates the likelihood of successful performance in providing requirements similar in size, scope and complexity to the requirements identified in the RFQ. The evaluation will consider both the relevance and quality of past projects. The Government may choose to evaluate publicly available reports, and/or data from the Past Performance Information Retrieval System (PPIRS). The Government may use present and/or past performance data obtained from a variety of sources. The information gathered for past performance may also be used in the responsibility determination. An Offeror without relevant past performance will receive a neutral rating (i.e., neither favorable nor unfavorable). The evaluation of Past Performance will reflect the consideration of all relevant agency/customer information that is available to the Government, including both the information received from the offerors references and information obtained from other sources.
