Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The purpose of this requirement is to dismantle the existing unserviceable Mecalux Racking System and install a new Mecalux Warehouse Racking System. The new Mecalux Racking System will be provided by the Government. All work shall be performed at the Federal Emergency Management Agency (FEMA) Distribution Center located at 501 West Felix Street (Building 12), Fort Worth Texas 76115. The solicitation number for this procurement is HSFE40-16-Q-0251. The solicitation is issued as a request for quotation (RFQ) in accordance with Federal Acquisition Regulation Part 13. The incorporated provisions and clauses within the solicitation document are those in effect through Federal Acquisition Circular 05-88-1. The NAICS code is 811310, small business size standard 500 or less employees respectively. This action is restricted to small business concerns; all responsible and responsive small businesses may submit an offer for consideration. A firm-fixed price purchase order will be awarded as a result of this solicitation. The Performance Work Statement, which provides a detailed description of the services being acquired, can be found below. The following FAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, and 52.212-5. Full text of these provisions can be viewed electronically at www.acquistion.gov. Please note, contractors must be registered in the System for Award Management (www.sam.gov) prior to award, during performance and through final payment of any contract resulting from this solicitation. The Government shall award a contract resulting from this solicitation to the responsible contractor whose offer conforming to the solicitation will provide the best value to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Capability and (2) Price. The Technical Capability evaluation factor will evaluate the contractor's demonstrated ability to accomplish the tasks outlined in the Performance Work Statement. Contractors are encouraged to provide a brief capability statement along with information regarding corporate experience with similar projects. The Price evaluation factor will evaluate the contractor's proposed price for reasonableness. The contractor's proposed total price must be inclusive of all costs required to accomplish the tasks identified in the Performance Work Statement (i.e. labor, equipment rental, tools, safety equipment, etc.). Contractors registered with ORCA need only provide their DUNS Number in lieu of providing a completed copy of provision FAR 52.212-3. Contractors are urged to inspect the site where services are to be performed and to satisfy themselves regarding all conditions that may affect the cost of contract performance. Quotes must be submitted via email by 11:30 AM EST on Wednesday, 31 August 2016 to Mimie Preston at mimie.prestonr@fema.dhs.gov. Contractors are cautioned to check the website periodically for amendments. Performance Work Statement Dismantling and Installation of Warehouse Racking System (Mecalux Brand) The purpose of this requirement is to remove old/unserviceable warehouse racks and protectors. The racks and protectors are to be dissembled and removed from the facility. The racks are to be replaced with new warehouse racks and protectors in a configuration that meets safety standard. The old racks will be staged at a designated location on the distribution center grounds for disposal. The new racks will be provided by FEMA. The contractor is expected to begin performance by September, 2016. The contractor shall provide a proposed Period of Performance (POP). A. Facility 1. The facility is open from 8:00 -16:30 CST. This is the time frame the contractor can performed to work. 2. The contractor is required to follow all OSHA safety regulation when working at the FEMA Distribution Center location. B. Disassembled 1. The contractor shall disassembled and removed old/unserviceable warehouse racking system from the facility. 2. The old racks will be staged at a designated location on the distribution center grounds for FEMA to dispose. 3. The contractor shall cut off all old rack bolts leaving a smooth safe surface. 4. Disassembly consists of the following: a. 196 upright frames (18'X42") b. 780 beams (96") c. 198 end of aisle protectors d. 396 column protectors C. Installation 1. The contractor shall replace any rack components or other material damage during the installation process with the brand (Mecalux Racking system). 2. The Contractor shall replace the racks with new warehouse racks and protectors in a configuration that meets safety standards. Configuration must be approved by Government prior to commencement of installation. 3. The contractor shall provide and install new rack bolts into the concrete floor. The bolts must meet the recommended specifications and quantities cited by the rack manufacture (Mecalux). 4. The new racks will be provided by FEMA. 5. Assembly consists of the following: a. 196 upright frames (18'X42") b. 780 beams (96") c. 198 end of aisle protectors d. 396 column protectors D. Equipment The contractor shall provide all labor and equipment required to switch out the old racking system (Mecalux) with new racking system (Mecalux).
