- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO PARSONS GOVERNMENT SERVICES FOR STORMWATER MANAGEMENT MASTER PLAN The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the n behalf of the Raven Rock Mountain Complex(RRMC) intends to award a one-time, sole source contract under the statutory authority of Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. WHS/AD intends to issue a sole source contract Parsons Government Services, 100 West Walnut St Pasadena, CA 91124 CAGE Code: 1BVK6. The anticipated date of delivery will be 365 days of contract award. Services required are available from only one responsible source and do not resemble the substance of pending competitive acquisition (See 10 U.S.C. 2304(d) (1) (A) and 41 U.S.C. 3304(b) (1).). Services in this case are a follow-on contract for the continued development of stormwater management at RRMC. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The rationale for the use of this authority is that the required technical data has already been gathered by Parsons. This technical data will be used as the foundation for development of the end state Stormwater Management Master Plan. The re-creation of the technical data required would significantly increase the cost of the project with little or no additional value added to the final deliverable and therefore would not be in the best interest of the government. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this Notice of Intent no later than 9:00AM Eastern Time, 15 September 2016 by email to wanza.b.jonjo.civ@mail.mil; no telephone communications will be entertained. The subject line in the email shall state "Response to Notice of Intent - Stormwater Management Master Plan." Interested parties shall possess an active facility clearance and all supplied personnel a Secret Clearance beginning day one of contract. All information submitted should support the offeror's capability to provide the services required and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the sole source award. The primary North American Industry Classification System (NAICS) code is 541620 Environmental Consulting Services a small business size standard of $15M.
