Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-16-152 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-89. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Teledyne (ISCO Division) Instruments, Inc., 16830 Chestnut Street - City of Industry, CA 91748 one CombiFlash EZ Prep system which includes: 1. Item# 685230026: ISCO6604 685230026- CombiFlash EZ Prep UV-VIS 625230026 - CombiFlash EZ Prep UV-VIS 6052370336 - Test Tube Rack 18 X 150mm (Set of 2), QTY (1) EA 605235053 - 38mm Waste Cap, QTY (1) EA 605235050 - Inlet Cap, QTY (4) EA 605237048- 25gm SLCC, QTY (1) EA 605237051 - Test Kit, QTY (1) EA 2. Item: Chrominstalsales - CombiFlash Instrument Installation Service, QTY (1) Charge 3. Item: Chromservagree - Premium All-Inclusive Service Agreement for CombiFlash EZ Prep Automated Flash Chromatography System - (1) EA The CombiFlash EZ prep Flash and Preparative HPLC Chromatography in a very compact, easy to operate package. The unit is expected to streamline productivity and combines it with superior reliability of ISCO purification systems. The CombiFlash EZ Prep makes the purification process simpler by, quickly switching form Flash to high-pressure preparative chromatography in just two clicks. Pre-purification can be done on Flash followed by Prep-scale HPLC purification gives quality compounds with high purity for biological submission studies. The EX prep system offers a User-friendly PeakTrak® software controls both Flash and Prep HPLC chromatographic conditions. Additionally, PeakTrak integrates all detector options, including the CombiFlash Purlon mass spectrometer for single point and can be added as an option at a later date. Feature of the EZ prep system: • Up to 3500 psi (240 bar) and 200 mL/min on the prep module • Run Prep HPLC columns up to 50 mm in diameter (including 5 µm particle diameter) • Flash purification for 10 milligram to 33 grams followed by final compound purification on high performance columns • UV, UV-Vis ELSD and MS detection options available • Allows for quick switch between normal and reverse phase solvents • Self-priming pump with flow-rate 5ml-200ml • Offers a Binary gradient between two to four solvents • Liquid or solid load on flash purification system The EZ prep smallest Flash system with integrated UV, UV-Vis detection and ELS can be obtained as an additional feature. The EZ prep system allows for fraction collector for both Flash and HPLC modules in the included price-point. The biggest advantage of the EZ-prep combo system is its smaller foot-print, price-point and previous well-versed of ISCO flash system by the end-user. The EZ prep system is a unique combination package not offered in other pre purification units. When the need arises for purification of a mixture, chemists traditionally has had to choose between Preparative and Flash chromatography. This new combination product is the simplest found on the market, with the high pressure limit allowing preparative purification runs using particles as small as 5 µm, thus maximizing separating power. With its quick switch between Flash and Prep, the CombiFlash EZ Prep's excellent performance and affordable price makes it the system of choice for the lab. Teledyne ISCO developers merged the Flash and Prep operation into a single system with minimal impact on the overall size of the unit. The system fits comfortably in any hood leaving ample room for other activities, which is critical as lab space is limited. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
