All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Please advise if you carry this product are a suitable "or equal". EMAIL INFORMATION TO : james.vercoe@va.gov Part Numbers list are for reference only. Can you provide an "Or Equal" product? 1.0Background: Anesthesia Machines (9 ea). Anesthesia machines are an essential component of anesthesia care. We are required by safety & regulatory standards to have a functional anesthesia machine in each anesthetizing location. These machines function as a source of supplemental oxygen & anesthetic gases to the anesthetized patient. An incorporated mechanical ventilator is utilized during general anesthesia to breathe for the patient. Each machine has a series of vaporizers that delivers the volatile anesthetic agents to the patient. This container holds & delivers anesthetic vapors. A portion of the oxygen concentration selected is routed through the vaporizer, this gas then picks up the selected percentage of anesthetic vapor that is then carried to the patient. There is also a mechanism that can be used during monitored anesthesia care & regional anesthesia to provide supplemental oxygen to the patient via either nasal cannula or oxygen mask. The anesthesia provider manipulates this machine to settings appropriate to the specific patient's needs. The current anesthesia machines are at or nearing their lifespan, so replacement is necessary. They are also not completely compatible with the purchased PICIS computerized anesthesia record system. Due to the fact that all of our providers practice in all the anesthetizing locations, having the same anesthesia machine from place to place is a safety measure, and having different technology in different places could lead to mistakes at a crucial time. Since the technology has progressed dramatically, how can we justify giving a patient what could be construed as lesser care in the operating room where their surgical procedure is performed. The technology now is much more sophisticated. The new machines will also have the capability of interfacing with our current computerized anesthesia record keeper. For optimal anesthetic patient care, we want to utilize this technology for our patients. Also, we would like to include the purchase of the company run education program for our anesthesia & biomedical technicians' benefit. Having them attend this program would allow us to do minor repairs on-site so the machine would not be taken out of service awaiting a repair person's arrival. In conjunction with this we would recommend the purchase of a warranty plan. Individual repair visits are much more expensive than a comprehensive warranty plan. These machines are utilized daily. They are intricately constructed & malfunctions are not uncommon. Having techs educated in performing minor repairs & an extended warranty would allow for the machines to be fully reliable each & every time they are used. THIS QUOTATION/ORDER WILL REFLECT A PROMOTIONAL TRADE-IN FOR THE FOLLOWING: -ANESTHESIA MACHINE -GAS ANALYZER -MONITOR(S) They will be used in the OR and in the MRI suite by anesthesia providers that already use this device in the main OR. They do NOT store any information. This item does not hold any patient information therefore a security package is not required. In accordance with Appendix A, Handbook 6500.6 Checklist blocks 7, the C&A requirements do not apply to this requirement, and Security Accreditation Package is not required. Due to the non-technical nature of this requirement, in reference to no. 7 there is no information to be protected. The period of performance will be 30 days after receipt of award. 2.0 TASKS: The Vendor, will deliver all necessary equipment to the below shipping address. Vendor will train all appropriate staff at PVAHCS regarding the procedures to access and utilize the anesthesia machines. Vendor will offer instructions, and customer service support regarding any issues or concerns with the anesthesia machines. The importance of this equipment is to expand and improve the quality of services provided to veterans.
