Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 15 Contracting by Negotiation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached to this announcement. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-89, dated July 14, 2016. Solicitation # VA262-16-R-0211 is issued as a Request for Proposal (RFP) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) award with a base year and up to four (4) option years. This procurement will be issued under as an unrestricted competitive requirement. The North American Industry Classification System (NAICS) Code is 339112 and the Small Business Administration's (SBA) size standard is 1,000 employees. The Government is requiring a contract to provide a turn-key solution for the direct delivery of medical and surgical supplies to veterans' homes within the responsibility area of Veterans Integrated Service Network (VISN) 22. The contractor will be responsible to provide, but limited to following: 1.Large and diverse catalog of medical and surgical supplies. 2.Large distribution centers and operations centers to maintain, warehouse, process, and ship medical and surgical supplies 3.Ability to maintain large inventory and proper stock levels of medical and surgical supplies. 4.Ability to process and fulfill 2,000 to 3,000 orders a month. 5.Medical and surgical products shall be compliant with the Trade Agreements Act (TAA). 6.Secure online ordering platform, i.e. website. This is mandatory for contract performance. 7.Courier services to provide 2-3 day shipping to patients' home after receipt of order. 8.Ability to mask packages to protect patient related information. 9.Create and provide custom reports as required by the Government 10.Established return policy. 11.Established product recall policy due to safety alerts, manufacturer recall etc. ¦ See attached SF 1449 Solicitation for Performance Work Statement (PWS) for pertinent documents, applicable clauses / provisions, and other pertinent information relative to this solicitation. Provisions 52.212-1, Instructions to Offerors - Commercial, 52.212-2, Evaluation - Commercial Items, 52.212-4, Contract Terms and Conditions - Commercial Items, and 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items are applicable to this acquisition. Furthermore, Provision 52.212-2 is utilizing the Lowest Price Technically Acceptable (LPTA) evaluation process as such, an award will be made to the offeror who conforms to the solicitation and represents best value to the Government. Submission of proposals: Offeror(s) shall submit proposals in accordance with FAR 52.212-1 Instructions to Offerors - Commercial Items, which can be found starting on page 46 of the attached solicitation.
