Description
This is a Source Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; (2) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The NAICS code is 621511 and the size standard is $32.5M. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small-business set-aside is possible. Tripler Army Medical Center (TAMC) is seeking qualified sources to provide the non-personal services of Blood Donor Specimen Testing Services. If awarded, this will be a firm-fixed price contract where the work will be required on an as needed basis. The contract term, if awarded, will be a one-year base period and four (4) one-year option periods. The anticipated start date of the base period of performance is 1 October 2016. The Government reserves the right to exercise the option years to extend the contract term. The Contractor shall be required to perform the following services and meet the minimum requirements as stated below: The contractor shall provide the non-personal services of blood donor specimen testing services for Tripler Army Medical Center (TAMC), Hawaii. The contractor shall provide all required facilities, personnel, services, transportation materials, equipment, and supplies required. Blood donor testing services will support the U.S. Army, U.S. Navy, U.S. Air Force, Veteran's Administration, Coast Guard, and other Federal Government Agencies. All tests shall be executed at the contractor's premises, or within the contractor's network of laboratories (affiliate or qualified subcontractor). The standard test panel will be in accordance with the Food and Drug Administration regulations for the manufacturing of transfusable blood products will include at least: ABO/RH (including weak-D testing) Antibody screen Standard Test for Syphilis (STS) HBsAg HBcAb Anti-HCV HIV 1 and 2 HTLV I and II Chagas testing CMV WNV NAT HCV NAT HBV NAT The confirmatory testing will consist of individually run tests: Antibody Identification HBsAg Confirmatory HCV Confirmatory HIV 1/2 Confirmatory HTLV I/II Confirmatory Chagas Confirmatory ***CONTRACTORS MUST BE ABLE TO MEET THE FOLLOWING TURNAROUND TIMES*** Results must be faxed upon completion of the testing and (verification of results for accuracy) within 20 hours from time of receipt of specimen and no later than 40 hours from time of shipment of specimen in order to meet the MEDCOM requirement to provide fresh blood to theater. Confirmation tests will be available based upon the requirements established by the specific testing procedure. All qualified sources are invited to submit capability statements that substantiate their experience and qualifications in performing services. Interested firms shall indicate if they have provided similar services to military medical treatment facilities and/or the general public under terms and conditions similar to those stated in this notice. Responses to this notice should include company name, address, and telephone number, point of contact (POC), and brochures which will allow the Government to understand your service offerings and options. Responses must be received no later than 15 August 2016 at 10:00 a.m. Hawaiian Standard Time.
