- Renewal SolarWinds Performance Work Statement 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. 2. This solicitation document, TOSTMA-16-0269, is issued as a Request for Quote (RFQ). Under this requirement, the United States Marshals Service (USMS) intends to award a commercial, firm fixed price purchase order. 3. This RFQ is issued under FAR Part 13-Simplified Acquisition Procedures. This requirement is to for the purchase of Renewal Solarwinds Software Licenses and Support. Please see the attached performance work statement (PWS) for specific requirements. The applicable North American Classification System (NAICS) code is 511210, Software Publishers. The small business size standard is $38.5 million. 4. Specifics. The Government intents to award a firm fixed price contract resulting from this combined synopisis/soliciation. Offerors must provide DUNS and have an active status in SAM.gov to be considered. 5. The Office of Strategic Technology intends to purchase the services under the following Contract Line Item (CLIN) CLIN 0001-Netflow Traffic Analyzer Module for Solarwinds Network Performance Monitor SLX CLIN 0002-Network Performance Monitor SLX (unlimited elements-Standard polling throughput) CLIN 0003-VoIP and network Quality manager IP SLA5, IP Phone 300 CLIN 0004-Network configuration manager DL500 CLIN 0005-NetFlow Traffic Analyzer Module for SolarWinds Network Performance Monitor SL2000 CLIN 0006-IP address Manger IP 1000 CLIN 0007-Network Configuration Manager DL200 CLIN 0008-Network Performance Monitor SL2000 CLIN 0009-Failover Engine - up to two primary Solarwinds Products CLIN 0010-Engineer's Toolset Per Seat License CLIN 0011-Patch Manager PM250 CLIN 0012-Virtualization Manager VM64 CLIN 0013-Network Topology Mapper 6. Price - The Government will evaluate Price for reasonableness in accordance with FAR 13.106-3(a) Basis for award. Award will be made on the basis of the lowest evaluated price meeting or exceeding the acceptability standards. 7.
