- LIVE ACTION. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is OS178600. The solicitation is issued as a Request for Quote (RFQ). (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. (iv) The corresponding NAICS code is 511210 and the small business size standard is $38.5 million. (v) List of contract line item number(s) and items, quantities and units of measure - Qty 2 - LNX-EP-100-M1 LiveNX Enterprise 100 Support and Maintenance 1 Year Term Qty 2 - LNX-EP-25-M1 LiveNX Enterprise 25 Support and Maintenance 1 Year Term (vi) Description of Requirement - The US Department of Health and Human Services (HHS), Office of the Secretary (OS), Assistant Secretary for Administration (ASA), Office of the Chief Information Officer (OCIO) Information Technology Infrastructure and Operations (ITIO), has a need for Live Action software technical support and software updates. (vii) This (name of requirement) shall be available at the dates below - Base Period: 08/23/2016-08/22/2017 (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (APR 2014), applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items (OCT 2014), applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (DEC 2014), with its offer or acknowledge its listing in the System for Award Management (SAM) website. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 2015), applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (DEC 2014), applies to this acquisition. (xiii) Brand Name Justification - The US Department of Health and Human Services (HHS), Office of the Secretary (OS), Assistant Secretary for Administration (ASA), Office of the Chief Information Officer (OCIO) Information Technology Infrastructure and Operations (ITIO), has a need to renew its currently used Live Action software technical support and software updates for the ITIO Network Team in conjunction with the Enterprise Cisco hardware. LiveAction allows ITIO to monitor, adjust, and provide a higher quality of service on the Enterprise Network. LiveAction is the Cisco Intelligent WAN management platform and is used specifically with Cisco Network Equipment. The Enterprise Network in ITIO and HHS-Net all run on Cisco Networking equipment. Live Actio is used specifically with Cisco equipment for Network Performance Management and Quality of Service (QoS) control in our Cisco Enterprise Network. Video conferencing, streaming video presentations, document storage, Email, all take up network bandwidth. In order to properly transmit this traffic, QoS is needed to ensure network bandwidth is made available. Live Action gives us the ability to monitor and provide the bandwidth that is required. This product was previously evaluated against other vendors and products, and was purchased based on meeting the Government's needs. Many other brands were evaluated, discussed, and Live Action was finally selected as the best solution for the Government's needs. ITIO maintains a large Cisco environment not only for their customers but also for the DHHS National Backbone Network. Being able to provide consistent quality of service for Network Traffic is critical to the ITIO mission.
