- NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract under the authority FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available" to Martin-Baker, Lower Road, High Denham,Near Uxbridge, Middlesex, UB95AJ, UK for ejection seat training. Justification is based upon the following facts: The Martin-Baker Ejection Seat Training is specialized training demonstrating disassembly and reassembly of the Martin-Baker MK US16LN ejection seat and its subcomponents. The training also includes safe handling procedures. The Martin-Baker MK US16LN ejection seat is being installed on an experimental purpose-built one-of-a-kind X-plane. This specific seat is currently installed on the NASA T-38N Aircraft at NASA Johnson Space Center (JSC). The training class will give NASA personnel the skills to assist in the engineering and maintenance of this seat in the X-plane. This seat has been selected due to specific performance parameters that meet the X-plane requirements, as determined by two independent design efforts. Martin-Baker created and developed the ejection seat components and sub components and owns the proprietary information associated with the ejection seat. These reasons justify procuring the required services exclusively from Martin-Baker. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 26, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
