- Request for Information: This request for information (RFI) is being issued by the Naval Air Systems Command (NAVAIR). The Navy KC-130J Program Office is seeking information regarding the current capability of the commercial sector to manufacture or provide two (2) refurbished internal fuselage fuel tanks (NSN 2915-01-492-7793, P/N 382100-3). In addition, NAVAIR is seeking information regarding the capability of the commercial market to design, develop or provide alternative KC-130J internal fuselage tanks. The internal fuselage tanks are required by the Kuwait Air Force (KAF) and will be utilized to support airborne aerial refueling missions. 1. The KC-130J internal fuel tanks (NSN 2915-01-492-7793, P/N 382100-3) shall: a) Be new or remanufactured/overhauled to near new, Ready For Issue (RFI) condition. b) Be the (NSN, P/N) listed above, or a suitable substitute. c) Be supportable i.e. have the ability to acquire spare parts and method to perform maintenance and repair of the internal fuel tanks, tanking, and securing system through existing commercial or governmental supply systems. 2. The alternative KC-130J internal fuel tanks shall: a) Operate on the KC-130J Hercules aircraft utilizing the existing aircraft Aerial Refueling System (ARS) distribution and control components, including the aircraft electrical and fuel system interfaces. b) Have or have the ability to obtain a NAVAIR Flight Clearance.. c) Have a fuel capacity equivalent to the standard internal fuel tank: (NSN 2915-01-492-7793, P/N 382100-3) listed above. d) Have a "Roll On, Roll Off" capability and ability to utilize the existing Dual Rail Cargo System of the KC-130J aircraft. e) Utilize standard C-130 aircraft loading/unloading ground support equipment for movement and storage of tanks. f) If the tank system requires unique calibration/testing equipment, be able to be calibrated and certified for use on the KC-130J ARS system. g) Be supportable i.e., have the ability to acquire spare parts and a method to perform maintenance/repair of the internal fuel tanks, tanking, and securing system through existing commercial or governmental supply systems. If your organization has the potential capacity to perform these requirements, please provide the following information: 1. Organization name, address, email address, web site address, telephone number, and size and type of ownership for the organization 2. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements 3. Responses to this RFI regarding a standard tank (NSN 2915-01-492-7793, P/N 382100-3) are requested to provide: procurement cost estimates and condition of tanks. Responses regarding an alternative tank are requested to provide: Rough Order Magnitude (ROM) cost information, certification method, a description of the system, and a schedule/delivery timeline. The applicable NAICS code for this requirement is 336413 with a Small Business Size Standard of 1,250. The Product Service Code (PSC) is 1680. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. Any request for copies of solicitations will not be addressed since this is a request for information, not a request for proposal. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Respondents are notified that a formal solicitation may not necessarily result from the RFI. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement.
