Description
This is NOT A SOLICITATION ANNOUNCEMENT. This is a SOURCES SOUGHT NOTICE to determine the availability and capability of small business firms to provide PROTECH TACTICAL FAV MK II Ballistic Vest Kits and accessories under NAICS Code 339113 - Surgical Appliance and Supplies Manufacturing. Interested Offerors are advised that the U.S. Food and Drug Administration (FDA) will not be able to set aside this requirement if two (2) or more small businesses do not respond with information to support the set-aside. All small businesses, in all socioeconomic categories (including 8(a) Business Development Program, Small Disadvantaged Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting this requirement at a fair market price. This information is being sought for information and planning purposes only and shall not be construed as an Invitation for Bids (IFB), a Request for Proposals (RFP), Request for Quotes (RFQ), or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this Sources Sought Notice. Any response received will not be used as a proposal. No official solicitation currently exists in connection to this Sources Sought Notice. If in the future an official solicitation is released, there is no guarantee that sources responding to this Sources Sought Notice will be included on the source list. Not responding to this Sources Sought Notice does not preclude participation in any future IFB, RFP, or RFQ, if any is issued. If a solicitation is released, it will be synopsized on Federal Business Opportunities (FBO). It is the responsibility of potential offerors to monitor FBO for additional information pertaining to this requirement. The FDA requires the following new (no refurbished items will be accepted) brand name products: 1.1. PROTECH TACITICAL FAV MK II Enhanced Carrier (Quantity: 14) 1.1.1. 360 Modular Webbing Attachment System 1.1.2. Dual (Front and Rear) External Top Loading Plates Pockets to fit 10 X 12 Level IV ballistic ceramic plate 1.1.3. Adjustable Side Closure System: adjustable outer cummerbund secures to the rear by means of modular webbing attachment system and secures to the front utilizing a buckle system 1.1.4. Auxiliary Side Panel Protection (Removable) Pair of 6" X 10" ballistic side panels are inserted into outer cummerbund providing additional protection and range of girth. 1.1.5. Adjustable Shoulder Closure System: Adjustable shoulders allow vest to be raised or lowered for proper fit. 1.1.6. Integrated Shoulder Protective Inserts (Removable): Shoulder ballistics are inserted into the shoulder areas of the vest to provide additional protection to the upper torso 1.1.7. Shoulder Mounter D-Rings (Detachable): Pair of Detachable D-Rings can be used anywhere on the vest by utilizing the modular webbing attachment system for the mounting of various accessories 1.1.8. Internal Cummerbund Retention System (Detachable): Internal cummerbund secures to the rear portion of the vest to the body. 1.1.9. Reinforced Drag handle: Reinforced Drag Handle located in the upper back area 1.1.10. Radio Wire Channel: Located beneath the officer rescue strap is an ambidextrous opening to feed radio wires or hydration system through to either shoulder. 1.1.11. Integrated Magazine Pouches: 8 Removable magazine pouches are integrated into vest 1.1.12. Dual Weapon Retention Pad (Detachable): Detachable weapon retention System 1.1.13. Mesh Padding System (Detachable) Spacer Mesh padding attaches to the internal portion of the vest 1.1.14. Vest constructed of 1000 denier Cordura material nylon exterior material and diamond rip-stop nylon interior material 1.1.15. Color will be Black 1.1.16. PROTECH TACTICAL Soft Body Armor Model BA-3A00S-SM01 will be able to securely fit and attach via Velcro attachment points into specifically sized internal pockets designed specifically for this model of Soft Body Armor. The pockets will be located on the vest in the front, rear, and both sides of the vest. 1.2. PROTECH TACITICAL FAV MK LP Enhanced Carrier (Quantity: 14) 1.2.1. Dual (Front and Rear) External Top Loading Plates Pockets to fit 10 X 12 Level IV ballistic ceramic plate 1.2.2. Sliding Internal cummerbund Retention system (Detachable): Provides the ability to the secure the rear portion of the carrier to the body and accept 6" X 10" side panel protection 1.2.3. Adjustable side Closure System (Detachable): Side Closure System Attaches to the front and back of the carrier utilizing hook and loop platforms 1.2.4. Auxiliary Side Panel Protection (Removable): Pair of 6" X 10" side panels are inserted into the internal cummerbund providing additional range of girth 1.2.5. Adjustable Shoulder Closure System: Adjustable shoulders allow vest to be raised or lowered for proper fit. 1.2.6. Reinforced Drag handle: Reinforced Drag Handle located in the upper back area 1.2.7. Sliding Internal Cummerbund Retention system (Detachable): Provides the ability to secure the rear portion of the carrier to the body and accept 6" X 10" side protection 1.3.2. Adjustable Side Closure system (Detachable): Side closure system attaches to the front and back of the carrier utilizing hook and loop platforms 1.3.3. Auxiliary Side Panel Protection (Removable): Pair of 6" X 10" are inserted into the internal cummerbund providing additional range of girth 1.3.4. Adjustable Shoulder Closure System: Adjustable shoulders allow vest to be raised or lowered for proper fit. 1.3.5. Color will be White. 1.3.6. PROTECH TACTICAL Soft Body Armor Model BA-3A00S-SM01 will be able to securely fit and attach via Velcro attachment points into specifically sized internal pockets designed specifically for this model of Soft Body Armor. The pockets will be located on the vest in the front, rear, and both sides of the vest. 1.4. PROTECH TACITICAL Utility Radio Pouch (TP 21) (Quantity: 14) 1.4.1. Size 4" X 8" 1.4.2. Fits 1 universal radio 1.4.3. Bungee band with enlarged squeeze buckle closure 1.4.4. Molle attachment system to vest 1.4.5. Grommet drain hotel 1.4.6. Color will be black 1.5. (2) PROTECH TACITICAL Side Arm Magazine pouches (TP10A) (Quantity: 14) 1.5.1. Size: 2" X 6" 1.5.2. Fit 2 side arm.40 caliber magazines 1.5.3. Enlarged hook and loop closures with pull tab 1.5.4. Molle attachment system 1.5.5. 2 grommet drain holes 1.5.6. Color will be black 1.6. PROTECH TACITICAL Front and Back OCI Specific ID Patches with specific lettering, letter color, and vest color 1.6.1. Black Front Removable Velcro name plate "POLICE" in white writing (Quantity: 14) 1.6.2. Black Back Removable Velcro two line name plate "POLICE" and "FDA-OCI" in white writing (Quantity: 14) 1.7. PROTECH TACITICAL 10" X 12" Level IV Shooters Cut Ceramic Plates "rifle" plates (front and rear) (Quantity: 14 sets) 1.7.1. Models provided must be currently certified by the NIJ to be Level IV standalone plates in accordance with Ballistic Resistance Standard 0101.06 and listed on the NIJ Compliant Products List as such 1.7.2. Size will be 10" X 12" 1.7.3. Able to fit into securely into front and rear External Top Loading Pockets of the PROTECH TACTICAL FAV MK II Enhanced Carrier, and PROTECH TACITICAL FAV LP Carrier 1.7.4. Will be Gender Neutral 1.8. PROTECH TACITICAL Soft Body Armor 1.8.1. PROTECH TACITICAL Model BA-3A00S-SM1 Threat Level IIIA (Quantity: 14) 1.8.1.1. Safriland Protech Soft body Armor Model BA-3A00S-SM01 Level IIIA front and rear panels that are currently certified by the National Institute of Justice (NIJ) to their Ballistic Resistance Standard 0101.06 and listed on the NIJ Compliant Products List as such. 1.8.1.2. Soft body armor that is Gender Neutral 1.8.1.3. Soft Body Armor that is removable and interchangeable which is also specially sized to the end user using the FAV Sizing Chart and able to fit into the same size PROTECH TACTICAL FAV MK II Enhanced, PROTECH TACTICAL FAV MK LP Enhanced Carrier, and PROTECH TACTICAL FAV LP Carrier 1.8.1.4. Will be attached via Velcro to the interior pocket of PROTECH TACTICAL FAV MK II Enhanced Carrier, PROTECH TACTICAL FAV MK Low-Vis Enhanced Carrier, and PROTECH TACITICAL FAV LP Carrier 1.8.2. PROTECH TACITICAL Side Panels Model SM01(Quantity: 14 sets) 1.8.2.1. Side panel models provided must be currently certified by National Institute of Justice according to (NIJ) Ballistic Resistance Standard 0101.06 to be Level IIIA and listed as such on the NIJ Compliant Products List 1.8.2.2. Soft Body Armor side panels that are removable and interchangeable to fit into PROTECH TACTICAL FAV MK II Enhanced Carrier, PROTECH TACTICAL FAV MK Low-Vis Enhanced Carrier, and PROTECH TACITICAL FAV LP Carrier 1.8.2.3. Will be attached via Velcro to the interior pocket of PROTECH TACTICAL FAV MK II Enhanced Carrier, PROTECH TACTICAL FAV MK Low-Vis Enhanced Carrier, and PROTECH TACITICAL FAV LP Carrier 1.8.3. PROTECH TACITICAL Tactical Carry Bag (Quantity: 14) 1.8.3.1. Bag that is able to fit and carry the PROTECH TACTICAL FAV MK II Enhanced Carrier, PROTECH TACTICAL FAV MK Low-Vis Enhanced Carrier, and PROTECH TACITICAL FAV LP Carrier along with the soft body armor panels, mesh cooling system, Ceramic Rifle Plates sized 10 X 12, tactical pouches, and medical kit at one time Requirements for the Sizing of the Vests: The vendor must arrange to size end users of the vests within 90 days of award. End users of these vests will be located at a variety of different locations across the country and will need to be sized by the Contractor, in person, to have measurements taken according to the Safriland FAV Sizing Guide by a THE SAFARILAND GROUP sizing representative. The taken measurements will then be converted by the sizing representative into a standard FAV ballistic carrier size as written in the FAV FAMILY-Carrier Sizing CHART and forwarded via email to the FDA so that the specific sizes of the vests can be provided to the Contractor and the vests can be delivered. Requirements for the Soft Body Armor Panels and Ceramic Rifle Plates: The Level of ballistic protection offered by the Soft Body Armor Panels and Ceramic rifle plates must be stated in writing on the item itself, along with model number and S/N of the item. All Soft Body Armor Panels and Ceramic rifle plates must be certified by the National Institute of Justice according to their standard Ballistic Resistance of Body Armor Standard 0101.6 to Level IIIA for the Soft Body Armor Panels and Level IV Standalone protection for the Ceramic Rifle Plates and be listed on the NIJ website specifically in the section Compliant Armor: Body Armor that Complies With NIJ Ballistic Resistance Standard, 0101.06 with the listed model number of both the soft body armor or ceramic rifle plates provided by the contractor matching those listed on the NIJ website (http://www.nij.gov/topics/technology/body-armor/pages/compliant-ballistic-armor.aspx). Delivery Requirements: All ballistic vest kits with their accessories must be delivered within 90 days of the vendor's receipt of the sizing information. Fit and Alteration Policy: The manufacturer shall perform all required alterations of more than one inch within 30 days after original shipment of the product at no charge. Warranty: 5-Year replacement under normal wear conditions. In response to this Sources Sought Notice, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certification(s) such as 8(a), SDB, HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify any GSA Schedule contracts the offeror has to supply the required items. Identify the GSA Schedule contract number and list the item numbers for all of the supplies on the schedule contract. 3. Identify whether the firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangements that will be pursued, if any. 4. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 5. A list of three (3) references with contact information for customers for whom the potential offeror has supplied the same required products.
