- In accordance with Federal Acquisition Regulation 15.201 (e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. The Government will not pay for information received. The Government Point of Contact (POC) will be Patricia Adams, CCAM-SM-A, Redstone Arsenal, AL 35898, 256-842-0206. Per FAR 52.215-3, Request for Information is for Planning Purposes: (a) The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the Federal Acquisition Regulation. (b) This RFI is for planning and market research purposes only and should not be considered as a request for proposals or as a solicitation to do business with the Government. The contractor will provide the following: Provide 2,031 umbilical booster charge devices for the Stinger Service Life Extension Program. The umbilical booster charge device consists of installing one Boron Potassium Nitrate (BKNO3) pellet into cross-linked polyurethane foam. The BKNO3 pellet is cylindrical, 0.125 inches in diameter and 0.188 inches in length. The polyurethane foam is also cylindrical, 0.28 inches in diameter and 0.60 inches in length. The pellet cannot exceed a depth of 0.188 inches once completely installed. The BKNO3 pellet consists of explosive material (categorized as a DOD hazard class 1.4G explosive). The BKNO3 pellet crush strength, when tested IAW MIL-P-46994, shall be a minimum of 18.5g (axial) and a minimum of 8.0g (radial). Each umbilical booster charge device will be susceptible to environmental testing along with a Time Delay Gas Generator Cartridge (TDGG) at -40C, ambient and +60C. 18.5 Vdc will be applied through a 2.4 ohm impedance to TDGG cartridge terminals during environmental testing. Each TDGG with an umbilical booster charge exposed to this environmental test will be verified for compliance with the requirements of time delay, ignition, output pressure and operate time, and fragmentation. Each umbilical booster charge device shall be packaged individually in a bag compliant to MIL-PRF-81705D. The lowest level of packaging shall be marked with the following information IAW MIL-STD-130, Method Rubber Stamp, Digitally print, stencil or hand letter 12 min, ink type & color optional: 18876-13317636 (APPLICABLE PART DASH NO.) MFR- [ ] (MANUFACTURER'S CAGE CODE)
