- RFQ NMFS AKR-16-0808 to provide professional auditing services to conduct an attestation engagement of AKR and program partner agencies in the area of cost recovery per the attached statement of work (SOW) in the request for quotes (RFQ) NMFS AKR-16-0808 prepared in accordance with the format in FAR Part 13. This is a combined synopsis/solicitation procurement action for the successful contractor to provide professional auditing services to conduct an attestation engagement of AKR and program partner agencies in the area of cost recovery per the attached statement of work (SOW) in the request for quotes (RFQ) NMFS AKR-16-0808 prepared in accordance with the format in FAR Part 13. The North American Industry Classification System (NAICS) Code for this procurement is 541219 and is a Small Business Set-Aside. The National Marine Fisheries Service (NMFS) is seeking one qualified contractor to provide professional auditing services to conduct an attestation engagement of AKR and program partner agencies in the area of cost recovery. The engagement shall be carried out in accordance with the applicable standards found in GAO Government Auditing Standards (Yellow Book). The engagement will include a focus on the following Agreed Upon Procedures; 1a. accounting practices used to capture and report costs are consistent and in accordance with GAAP, b. adequate internal controls are in place to minimize associated risk with handling fee payments, tracking costs, and managing personal identifiable information, and c. compliance with requirements of MSA as it relates to LAP cost recovery programs. 2. Share best practices identified thru this review or based on previous experience as it relates to cost identification, tracking, and accounting methodologies NOAA NMFS Alaska Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the System for Award Management (SAM).
