- Synopsis TACTICAL DATA ANALYSIS AND CONNECTIVITY SYSTEM (tDACS) EQUIPMENT PROCUREMENT AND SUPPORT agency: 413 th, RCO, Hawaii, Bldg 108, 3rd Floor (Located on Wheeler Army Airfield (WAAF) Schofield Barracks, HI 96857 POC: Stephanie hunter- stephanie.a.hunter20.civ@mailmil sole source, small business, MARZEN group, llc cage 1n5v9 naics 541519 Basis for sole source: Marzen Group LLC is the sole creator and distributor of the TDACS product line; The sole owner of its proprietary rights is Marzen Group LLC; Marzen provides the support services as the Subject Matter experts on this products line; Marzen does not outsource this activity to other service providers; and all responsible sources may submit a capabilities statement, proposal or quote which shall be considered by the agency. •1. TITLE - Support for the Tactical Data Analysis and Connectivity System (TDAC) equipment for 1-1 Air Defense Artillery (ADA) Battalion and the 94 th AAMDC Current Operations. 2. GENERAL - Readiness for combat is one of the top priorities in the Army. Enabling individuals and crews to train to the highest tactical standard at any time of the day, year-round is needed to effectively maintain a high level of readiness. For Patriot units, the Reconfigurable Table Top Trainer (RT3) systems are the devices that operators and crews use to prepare for training to gunnery certification standards. 1-1 ADA Battalion in Okinawa has a facility specifically created for such training readiness - their RT3 lab. In order for these systems to be integrated with other joint weapon systems regionally and globally for training, simulations, and exercises, a network solution is required. Currently, the only system that is capable of enabling the RT3 systems to interconnect with outside networks and monitor data traffic is the TDACS. It acts as a gateway system that allows the Patriot RT3 systems to connect and route data to operators on each of the simulation systems in order to conduct real-time, constructive training in a virtual environment. Thus alleviating the requirement for a unit to have to deploy to be a part of an exercise, which in turn allows for operational readiness rates to be maintained while keeping the cost at a minimum for individuals and units to participate in distributed exercises. The TDACS will also be utilized for current operations (CUOPS) while operating in a tactical environment within the Air and Missile Defense Planning and Command System (AMDPCS) as well as on the operations floor of the Air and Space Operations Center (AOC) on Joint Base Pearl Harbor-Hickam, Hawaii. This particular system will be able to provide adjudication and playback to conduct after action reviews during exercises of radar systems detection parameters vice the truth data that is being published across the exercise network in order to determine how to better perform operations at the tactical and operational levels. 3. OBJECTIVE - The objective of this effort is to define and specify the support requirements for the TDACS that are being purchased for 1-1 ADA Battalion's RT3 lab and the 94 th 's CUOPS. 4. SPECIFIC TASKS - This section should clearly describe the scientific/technical work to be accomplished by the contractor. Using a numbered list, briefly describe the research tasks to be performed. Be succinct when describing the specific technical tasks but provide enough detail so that the tasks are recognizable as research. The following tasks shall be performed independent of Government supervision, direction, or control: •a. Perform 40 hours of instructional training of the TDACS systems to 1-1 ADA Battalion operators in Okinawa and to the 94 th AAMDC CUOPS operators in Hawaii. The training will include, but is not limited to, the following: •a. 8 hours of formal instructional training •b. Up to 8 hours per student of Self-paced Instructor assisted Hands-On-Laboratory Training. •b. Provide help desk support for five (5) years for all TDACS systems based on the purchase order •a. The help desk support includes one - two (2) day on-site visit during the course of each year of support that is purchased in order to check on equipment, provide emergent services (as required), or resolve issues above the operator level training that was provided by Märzen Group. •c. Provide information assurance (IA) support for five (5) years for all TDACS systems based on the purchase order. •d. Issue minor version TDACS software updates free of charge for the initially fielded major TDACS software version. These free updates will be for provided both TDACS units purchased. •e. Provide software baselines in compliance with the current Army Gold Master baselines version and Department of Defense directives and regulations associated with information assurance activities. 5. REPORTING REQUIREMENTS - The minimum reporting requirements are listed below: •a. Monthly reports summarizing the technical and financial status of the task to be delivered to the COR NLT the 5 th calendar date of every month. Contractor format is acceptable. •b. A final report summarizing the work performed and the results and conclusions derived shall be submitted to the COR and to the prime contractor at the end of the contract period of performance. Contractor format is acceptable. •c. Contract Manpower Reporting (CMR). Section 2330a of title 10, United States Code (10 USC 2330a), requires the Secretary of Defense to submit to Congress an annual inventory of contracts for services performed during the prior fiscal year for or on behalf of the Department of Defense (DoD). The inventory must include the number of contractor employees using direct labor hours and associated cost data collected from contractors. The prime contractor and all subcontractors are required to completely fill in all the information at the following web address: http://www.ecmra.mil/. In addition to their own Location data, the prime contractor is responsible for entering all of the Order and Contact data. Subcontractors are responsible for entering only their Location data. The prime contractor has overall responsibility for ensuring subcontractors enter their respective data and shall enter their data in a timely manner, as subcontractors cannot input any information into the CMRA system until the prime contractor has entered the Order and Contact data. For this task order: • i. The Unit Identification Code (UIC) of the DoD Requiring Activity is: WAXZAA • ii. The Command of the DoD Requiring Activity is: USARPAC • iii. The Federal Service Code (FSC) is: L070 • iv. The Weapons System that is supported is: Patriot RT3 and AMDPCS 6. QUALIFICATION REQUIREMENTS - The subject matter expert selected for the performance of this performance work statement must have specific experience in training individuals in a classroom environment on operational aspects and technical interfaces of the TDACS. 7. PLACE AND PERIOD OF PERFORMANCE, WORK DAYS, AND TRAVEL - •a. Place of Performance. All work will be at the unit's location: 1-1 ADA Battalion RT3 Lab (Building 727), Kadena Air Base, Okinawa, Japan for 2 x TDACS and at 613 th AOC for 94 th AAMDC (Hangar 3), Joint Base Pearl Harbor-Hickam for 1 x TDACS. •b. Period of Performance. The performance period shall be twelve months, beginning on the award date of the contract. •c. Level of Effort. The estimated number of working hours for training and installation with 1 instructor to 8 students is 40 hours. The estimated number of working hours for annual support is 16 hours per technician. •d. Trips are contemplated as follows: One five-day trip to the 1-1 ADA Battalion RT3 lab in Okinawa and one five-day trip to the 613 th AOC in Hawaii by the class instructor/installer. One 2-day trip to the 1-1 ADA Battalion RT3 lab and one 2-day trip to the 613 th AOC by a Märzen Group technician for annual equipment check.
