Description
PURPOSE: The Nashville District U.S. Army Corps of Engineers intends to issue a Invitation for Bid (IFB) for the subject project. This is a Presolicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance. PROJECT DESCRIPTION: The purpose of this acquisition is to provide a full range of non-Architect-Engineer (A-E) environmental services to the Nashville District (LRN) of the US Army Corps of Engineers (USACE) (The Government) and Fort Campbell, Ky. The environmental services will fall generally under the categories of environmental compliance, environmental restoration, environmental conservation, and asbestos abatement. A target of four contracts may be awarded as the result of the IFB. Task orders issued against the Multiple Award Task Order Contract (MATOC) will be competed amongst all MATOC holders (unless a FAR Part 6 exception applies) and the task order award will be based on the procedures specified in the IFB/RFP. Low price or best value procedures will be used for competing task orders. The total Indefinite Delivery Indefinite Quantity (IDIQ) MATOC pool capacity shall not exceed $10,000,000. Each MATOC contract will be awarded at this dollar value for post award administrative convenience only. The Government will track award amounts of all the MATOC holders to ensure the capacity is not exceeded. The IDIQ MATOCs are five year contracts. Task orders will be issued as firm-fixed price (FFP) task orders. Each task order will be issued as a service contract. This description is not intended to be all encompassing and is subject to change. SOLICITATION RELEASE DATE: It is anticipated that the solicitation will be released on or about August 16, 2016. Additional information will only be available after solicitation release. A pre-proposal conference/site visit will be held on or about Wednesday, August 31, 2016 9:00 AM Central Time at Old Hickory Dam Power Plant, 10 Power Plant Road, Hendersonville, TN 37075-3465. This is a tentative date and is subject to change. Attendees will be required to register for the site visit. Registration will consist of submitting a form no later than five calendar days prior to the site visit date. The solicitation will have the official site visit date. Bids will be due approximately 30 calendar days after solicitation release. These forecasts are subject to change. ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on www.fbo.gov. It is, and will continue to be, the responsibility of all potential offerors to monitor the FBO website for any amendments, updates, responses to questions and answers, etc. as the Government will not be maintaining a mailing list. The project location has special security requirements that will be identified in the solicitation. These special security requirements may be more stringent than what is normally required for work on Federal projects.
