- CUT & STACK VEGETATION AT HISTORIC PROPERTIES, PARCELS 1,2 & 3, KALOKO-HONOKOHAU NATIONAL HISTORICAL PARK This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is P16PS02409 is issued as a Request for Proposal (RFQ), to cut and stack all kiawe (Prosopis pallida) at Parcels 2 and 3, and cut and stack all kiawe (Prosopis pallida), Haole Koa (Leucaena leucocephala), Klu (Acacia farnesiana), Opiuma (Pithecellobium dulce) and Christmas Berrry (Schinus terebinthifolius) at Parcel 1, Kaloko-Honokohau National Historical Park, Kailua-Kona, Hawaii. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-88 dated June 15, 2016. This acquisition is a 100% small business set aside, using NAICS 115310, Support Activities for Forestry, size standard is $7.5 million. The contractor who is selected for this project will provide all labor, material, supplies and travel necessary to complete this scope of work. Work to be performed at: Kaloko-Honokohau National Historical Park, Kailua-Kona, Hawaii. The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer- the selected offeror must submit a completed copy of the listed representations and certifications. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses cited and incorporated by reference: FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34 and the following clauses in paragraph (c) 52.222-41, 52.222-43, 52.222-55. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm fixed price award will be made to the responsible offeror submitting a quote that provides the best value to the Government. Best value will be determined by using the trade-off process as listed in FAR 15.101. In determining best value, the following factors will be considered: (1) Technical Capability (2) Past performance, and (3) Price. Technical and past performance, when combined, are equal to price. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
