Description
Pursuant to the authority of FAR 6.302-1, The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Joint Non-Lethal Weapons Director (JNLWD) intends negotiate on a sole source basis an order with Penn State Applied Research Laboratory, 450 Science Park Road, State College, PA 16803. The purpose of this acquisition is to provide analytical and instructional services at Department of Defense (DoD) Professional Military Education (PME) venues listed below: Army War College (AWC), Carlisle Barracks, PA National Defense University (NDU), Ft. Wesley McNair, Washington, DC U.S. Marine Corps Command and Staff College (USMC C&S), Quantico, VA Naval War College (NWC), Newport, RI U.S. Army Command and General Staff College (CGSC), Ft. Leavenworth, KS Joint and Combined Warfighting School, Norfolk, VA Air War College, Maxwell AFB, Montgomery, AL Historically, JNLWD has sponsored a non-Lethal Weapons Professional Military Education elective course which was created and instructed by Penn State. The course curriculum includes NLW familiarization firing, description of the capabilities and limitations of NLWs across the spectrum of conflict and applicability of NLW in escalation of force scenarios. The course was developed by Penn State with internal funding and was "copyrighted". The JNLWD does not have any available curriculum to provide to any contractor and the next courses begin in January 2017. It is inefficient for JNLWD to develop their own curriculum, and must rely upon Penn State and the content of their course, which is the only curriculum currently approved by JNLWD. Penn State is the only entity with the capability and past performance to perform the work. This notice of intent to award is not a request for competitive quotations. Interested concerns capable of providing the same or similar services as described in this notice may submit a capability statement outlining their capabilities. No solicitation is available. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
