- Market Research Questionnaire - Oman RFI HTC711-16-ZR12 Market Research Cover Letter - Oman RFI HTC711-16-ZR12 USTRANSCOM Acquisition Directorate is seeking industry input as it relates to the anticipated follow-on contract for Stevedoring and Related Terminal Services (S&RTS) in the Sultanate of Oman. Please provide answers to the attached market research questionnaire. THIS IS NOT A REQUEST FOR PROPOSALS OR SOLICITATION. WE ARE SEEKING INDUSTRY INPUT FOR MARKET RESEARCH PURPOSES ONLY. PLEASE DO NOT SUBMIT PROPOSALS IN RESPONSE TO THIS MARKET RESEARCH. Services for this requirement include providing all technical support, personnel, supervision, equipment, tools, materials in connection with the handling of Department of Defense (DoD) sponsored export and import cargo at sea ports in Oman. The general scope of S&RTS services includes, Vessel Loading, Vessel Discharging, Receipt of Cargo, Disposition of Cargo, Stuffing/Unstuffing of Cargo, Intra-Terminal Transfer of Cargo, Onward Movement of Cargo, Management Expertise, Customs Clearing, Logistics and Tracking and Washrack/Rinse Services. The applicable North American Industrial Classification System (NAICS) code is 488320. The Government anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) contract with base period of performance from 01 June 2017 through 31 May 2018 and four (4) one-year option periods, for a possible five year contract. In addition, FAR clause 52.217-8, Option to Extend Services, will be included, possibly extending the period of performance an additional six (6) months. Award will be made on the basis of a Lowest Price Technically Acceptable source selection in accordance with FAR 15.101-2. A Request for Proposal (RFP) should be available on FBO.gov on or about 01 October 2016. No hardcopies of this solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ. The solicitation shall be posted in its entirety at this website.
