- Description
- The John F. Kennedy Center for the Performing Arts (JFKC), a Federal facility, hereby issues a Request For Information (RFI) for information on the availability of a Computerized Maintenance Management System (CMMS) which is or can be right sized to meet its specific requirements. This is a request for information only and will not be the basis for making a selection of a CMMS. It is the intent of the JFKC to use information learned as a result of this RFI in the development of a solicitation for full and open competition to procure a CMMS in FY 2017. JOHN F. KENNEDY CENTER The John F. Kennedy Center for the Performing Arts (JFKC) is a trust instrumentality of the U.S. Government and a living Presidential memorial. JFKC fulfills its obligation as a living memorial to the late President through the presentation of performing arts programming and through education activities both in the District of Columbia and around the country. The largest cultural facility of its kind, it is the nation's busiest arts facility presenting more than 2,000 performances each year. It currently consists of one building encompassing approximately 1,500,000 square feet of usable floor space and is situated on 17 acres of land overlooking the Potomac River. There are six levels above the Plaza level and three levels below grade. JFKC houses eight performance spaces, production support areas, two public restaurants, nine function/special event rooms, five public galleries/halls/foyers, approximately 55,000 square feet of administrative offices and a large parking facility. The three below-grade levels of the building contain additional administrative offices, support spaces, and pay parking for approximately 2000 cars (staff and general public). The Plaza Level of JFKC serves as the major public entrance to the Center's three multi-level principal theaters, including the 2,448-seat Concert Hall, the 2,140-seat Opera House and the 1,142-seat Eisenhower Theater. Two grand corridors, the Hall of Nations and the Hall of States, lead to the Grand Foyer that extends along the length of the Center to the west. The 60-foot tall Grand Foyer contains the John F. Kennedy Exhibit that serves as a static memorial to the late president. JFKC attracts over three million visitors annually. The facility operates 365 days per year and support systems in the building often operate in excess of 14 hours per day. As a performance venue JFKC has entertained millions of patrons. As a cultural destination it attracts large numbers of tourists as well as political and world leaders, dignitaries, and performing artists. Begun in 2015, a new construction project on the Center's South Plaza will add three pavilions visible above ground to expand education, rehearsal, performance, and gallery spaces. Beyond an additional 71,500 square feet of indoor spaces the new addition will also include a large green space with reflecting pools and garden paths. A connection between the JFKC and the Potomac River will finally be achieved via a pedestrian bridge, connecting the Potomac River waterfront and bike path to the expansion. Construction of the pavilions is expected to be completed in mid-2018 with completion of the landscape to be completed in mid-2019. The site of JFKC is bounded by: • North: The South curbs of New Hampshire Avenue and F Street • East: The Western most retaining walls and curbs of the Inner Loop Freeway • South: The Northernmost retaining walls and curbs of the Theodore Roosevelt Bridge • West: The Easternmost retaining walls and curbs of the Rock Creek Parkway DESIRED CAPABILITY A state-of-the-art, proven CMMS system with specific capabilities is needed to support the facility management of the JFKC. At a minimum, the system must be a web-based application, with 98% availability and redundant backup, with the following capabilities: Asset Management Automatic Routing of Work Orders (multiple users/action officers) Building Interface Management (BIM) Contract Management Electronic Data Entry (tablet, laptop, mobile phone) Fleet Management Inventory Management Preventative and Corrective Maintenance Project Management Report generation Service Requests Space Management Vendors are invited to submit a White Paper, not to exceed 40 pages in length, describing their CMMS system and support services. The JFKC desires a system which is fully developed, not in a developmental stage (including Beta testing), which has been installed and is in use in other facilities. Vendors are requested to provide information on their life-cycle process for installing and supporting the system from time of contract award to system retirement. Included should be detailed information on their processes for establishing the capability in a facility, configuring the system capabilities described above, training of facility personnel to access and utilize the system to its full capabilities via the JFKC intranet home page, on-going system maintenance support, software version control and upgrades, data integrity protection, system availability, system and data encryption, redundant data back-up to prevent single point of loss or failure. A critical capability will be the ability to preserve and migrate data, current and historical, to other software systems on an open-systems basis. Vendors are invited to indicate their interest in presenting, at no cost to the Government, a live demonstration and short presentation of their CMMS system at the JFKC. Depending upon interest, the JFKC may set a date for such a demonstration and presentation. Vendors are requested to submit their white paper via e-mail to hrbrown@kennedy-center.org no later than October 6, 2016. The White Paper should include the Vendors name, address, primary point-of-contact, telephone number and e-mail. Marketing material is not desired and will be deleted without review. White papers submitted as a result of this sources sought synopsis are voluntary and shall be at no cost to the Government. Information gained from vendor white papers may be used in the development of an acquisition strategy and future RFP.
