- Description
- The Centers for Disease Control and Prevention, Agency for Toxic Substances and Disease Registry intends to award a sole source firm-fixed price contract to the University of Rochester 601 Elmwood Ave, Rochester, N.Y. to determine the association between in utero and postnatal blood lead concentrations and immune system function among mother-child pairs. The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 541712 Research and Development in the Physical, Engineering and Life Sciences (Except Biotechnology) with size standard of 500 employees. The tasks for this acquisition require access to specific populations (i.e., mother-child pairs) with stored biological specimens and lead exposure data (maternal, cord, and childhood). The PROGRESS study is the only prospective cohort study meeting these requirements. The study began recruiting pregnant women at 12-24 weeks' gestation through the Mexican social security system between 2007 and 2011.Blood lead measurements were collected during pregnancy, from cord blood, and postnatally in the infant and child. The child plasma specimens at 4 and 6 years have already been collected. In addition, this study has extensive covariate data necessary to examine lead-immune associations. The University of Rochester is a collaborator on this prospective study, and have access to the blood lead concentrations determined pre- and postnatally, and relevant plasma specimens for immune function tests. In addition, the University of Rochester Human Immunology Center Core have a state-of-the-art facility that is equipped to determine immune response with minimal sample volumes using novel assays that have been validated by the Human Immunology Center Core. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
