- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order to Amer i can Associat i on of State Hi ghway and Transportation Official s (AASHTO) to conduct outreach and offer technical assistance to program constituents by continui ng the development and promotion of tran sportatio n planni ng information and research spec ifically to the statewide transportation plann i ng commun i ty v i a the AASHTO webs i te www.statewidep l ann i n g.org. The FHWA would li ke to continue to work with the Ameri can Associ ation of State High w ay and Transportation Offi cials (AASHTO) to bridge transportation planning offi cials in each state together through the Standing Committee on Planning. Thi s Committee plays a lead role in statewide transportat i on p l anning and recognizes the ro l e other i ndividuals i n the State Departments of Transportation and numerous other federal, state, and local agencies and the private sec tor take to actively support transportation planning. Milli ons of dollars have been spent to summ ari ze be st pract i ces or research solut i ons for ex i sting transportation p l anning i ssues, yet the results are scattered and not presented in suc h a way that State DOTs can easily find them. This effort suppo rt s planners and others with a one-stop shop opportunity that li nks to FHWA planning documents, applicable NCH RP studies, state-of-the-practice revi ews, peer revi ews, meeting presentations and other useful tools. The FHWA (through AASHTO) intend to continue to conduct outreach and offer technical assistance to program constituents by continuing the development and promotion of tran s portation planning i nformation and research specifically to the statewide transportation planning community. This information w i ll help i dent i fy current and future needs as well as offer i nformat i on the statew i de community uses to assess changing priori es, needs, and efforts underway. To that end, StatewidePlann i ng. org has been a hugely su c c essful website for the U. S. DOT and AASHTO. The AASHTO i s the sole owner and contributor of the Statewide Transportation Pl anning website (www.statewideplanning.org) that serves as the forum of information on statewide transportation planning for use by State DOTs. <img src="file:///C:\Users\KEVIN~1.HAR\AppData\Local\Temp\1\msohtmlclip1\01\clip_image002.gif" alt="" width="2" height="75" /> A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $50,000. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
