Description
The Centers for Disease Control and Prevention, Health Studies Branch, intends to award a sole source firm-fixed price purchase order to the Spokane Tribe of Indians, 6195 Ford-Wellpint Road, P.O. Box 100 Wellpint, Washington 99040 to procure the collection and analysis of water samples from households on tribal lands During 2012-2013, water testing of households of the Spokane Tribe found several individual wells with levels of uranium that exceeded established drinking water standards. The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 541380 Testing Laboratories with size standard of 1,000 employees. Follow-up additional testing is needed in several areas that includes assessing the effectiveness of filters installed in several households, assessing the quality of well water at selected households previously tested, measuring additional contaminants and ultimately assessing seasonality of contamination of private well water among selected Spokane Tribe households. The Spokane Tribe of Indians is the only organization that has in place the unique set of circumstances to perform these services as they already have the baseline data as it relates to contaminants present in the wells and also have the household filtration systems presently installed awaiting evaluation. The evaluation of the installed filters will be conducted with findings from a previously approved baselined contaminant data for household filters. The Spokane Indian Tribe lastly has the corporate knowledge to address and evaluate known local environmental exposures of uranium and radiation. No solicitation will be posted to FedBizOpps. This notice of intent is not a request for quote. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
