- Pursuant to the authority of FAR 6.302-1; the Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services, on behalf of the Department of Defense, Defense Human Resource Activity, Defense Manpower Data Center, intends to negotiate on a sole source basis, a cost reimbursement order, under the PSC Basic Ordering Agreement (BOA) with the National Academy of Sciences (NAS), for a study on "Strengthening Data Science Methods for DoD Personnel and Readiness Missions". In September 2015 the first phase of this research was completed by the NAS. This is the second phase of the research, and can only be successfully completed by the incumbent as the research builds on data collected in the first phase, of which most is considered proprietary in the field of Big Data. The NAS is an independent, not for profit organization that works outside of government to provide unbiased and authoritative advice to decision makers and the public. For more than 140 years, the National Academies have been advising the nation on issues of science, technology, and medicine; ever since an 1863 Congressional charter signed by President Lincoln authorized this non-governmental institution to honor top scientists with membership and to serve the nation whenever called upon. The NAS's unique approach to studies ensures that Federal Agencies receive independent and authoritative advice. Checks and balances exist at every step to protect the integrity of the reports and to maintain public confidence in their findings. They have the unique ability to assemble the Nation's most eminent scholars and other experts, who are appointed by the President of the Academy to provide their expertise without compensation on committees and boards, which render advice and guidance of the highest quality and unparalleled objectivity to address national issues of high priority. In this study, the The National Academies' Board on Mathematical Sciences and Their Applications (BMSA) will establish an ad hoc committee of experts. That committee will develop a road map and implementation plan for the integration of data analytics in support of decisions within the purview of the Department of Defense's Office of Personnel and Readiness. Addressing the following areas: 1.) What is the commercial state-of-the-art of data analytics for enterprise functions? How might the newest methods be applied to recruiting, readiness, and retention? Which methods are appropriate for the special circumstances within DoD (such as not being able to recruit at advanced rank from outside)? What DoD aspects or problems are not covered by commercial technologies? How might the commercial technologies need to be adapted to the DoD environment? 2.) In which areas of importance to P&R (and the enterprise side of DoD more generally) are there likely to be benefit from new efforts in data analytics? What is the nature and size of those benefits? What might DoD be able to do that cannot be accomplished within the current analytical environment? 3.) How do the current DoD IT and analytics infrastructure (both hardware and software) and practices compare with the state-of-the-art? What are the benefits and costs of transitioning from the current infrastructure and data architectures? What types of human capital would be required to make the transition and then to operate in the new environment(s)? 4.) What sources of external information (e.g., social media, demographic data) could complement the internal sources of information that P&R already collects and maintains? Which of these have potential for shortening problem detection and corrective decision cycles? Which of these could improve current estimation and projection products? What types of research are required to develop analytical capabilities that better leverage existing sources of information and enable appropriate use of new sources? How would current analytical approaches and skill sets need to change? 5.) How can P&R best leverage data analytics capabilities that already exist in other parts of DoD (e.g., in components dealing with R&D and with intelligence operations)? 6.) How can tracking, evaluation, and performance estimation capabilities be improved at the Total Force level, including contractors? 7.) What are the difficulties in modeling and analyzing "unprecedented" situations, such as shifts in deployment policy, including the location and duration of assignments? 8.) What would be a suitable overall strategy for transitioning P&R to support and exploit these new capabilities? What estimated level of effort and resources would be required, in general terms? The findings will be documented in a final report. A cost reimbursement order will be negotiated and awarded under the PSC Basic Ordering Agreement with the National Academy of Sciences. The anticipated period of performance shall be for twelve (12) months from date of award. This is not a solicitation for competitive proposals. All responsible sources that have the requisite qualifications to perform the work above may submit a statement of capabilities via e-mail to shelley.namoski@psc.hhs.gov, which will be considered by the agency. The e-mail subject line must reference PSC080516-NAS Capability Statement Submission. Responses must be double-spaced with 1" margins on all sides and use a standard font no smaller than 12 point. The statement of capabilities must include: 1.) Cover Letter/Capabilities Statement illustrating organization's technical capabilities and expertise, as it relates to the requirements presented in this notice. 2.) A list of at least 3-5 Past Performance references to include: a.) Description of previous work efforts; b.) Contract number; c.) Point of contact. The response must be sequentially numbered, beginning on the first page after the table of contents. Responses are due by August 22, 2016, at 1:00pm, Eastern Day Light Savings Time. Responses received after the due date and time may not be considered. A determination by the Government not to compete this requirement based upon responses to this Notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
