Description
This is a presolicitation notice to provide the design and operation of the Quantum Cascade Laser (QCL) C2H6 instrument. Background information: The Carbon Cycle and Greenhouse Gases aircraft measurement group will conduct an aircraft campaign on the North Slope of Alaska, with the goal quantifying methane (CH4) emissions from the North Slope of Alaska and partitioning the observed CH4 signals between thermogenic and biogenic source types. The project's focus on source attribution is novel and important because biogenic CH4 emissions may be changing in response to a changing climate, but significant fossil-fuel extraction activities and thermogenic CH4 seeps throughout the Arctic make it difficult to relate measured CH4 signals to emission processes. For the North Slope campaign, the NOAA Twin Otter aircraft will be equipped with a Picarro Cavity Ring Down Spectrometer to measure CO2, CH4, and CO, and an Aerodyne Quantum Cascade Laser (QCL) to measure ethane (C2H6). The C2H6 measurements from the QCL are essential to investigate CH4 source attribution because C2H6 is co-emitted with thermogenic CH4 (i.e. from oil and gas sources), but does not have a biogenic source (i.e. from anaerobic microbes). The Aerodyne QCL is the only available instrument capable of making C2H6 measurements with adequate precision to investigate CH4 source attribution at ambient levels, and with a design that is appropriate for airborne measurement platforms. This is a request for quote using FAR Part 13, Simplified Acquisition Procedures. This procurement is a unrestricted and open to all sources. The associated NAICS code is 541330. The small business size standard is $15.0M. Performance period shall be from time of award and completed by December 29, 2016. In order to receive an award the offeror shall complete the annual representations and certifications electronically in System for Award Management at https://www.sam.gov/portal/public/SAM/. The RFQ will be made available only on the Federal Business Opportunities website http://www.fbo.gov and is scheduled for issuance on August 03, 2016 and quotes are due by August 12, 2016 no later than 04:00 pm MDT. No paper copies will be issued. Additionally, the Government will not reimburse any interested parties for monies spent to respond to this solicitation notice.
