- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66- Instruments and Laboratory Equipment SUBJECT: Purchase of Bruker AXS ESPRIT DynamicS Electronic Backscatter Diffraction (EBSD) Simulation Software SOLICITATION NUMBER: NB643090-16-03711 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Bruker AXS located at 5465 East Cheryl Parkway, Madison WI 53711 to purchase Bruker ESPRIT DynamicS Software (Part Number QC109-T) standalone software using pattern simulations based on dynamical theory of electron diffraction. The sole source justification is based on the following: NIST requires Electron Backscatter Diffractions (EBSD) simulation software to perform mission requirements. The software must calculate high resolution simulations of Electron Backscatter Diffraction patterns. The software must be able to operate on a Windows-based PC and simulate patterns using a variety of approaches, including kinematical and dynamical electron diffraction theory, and display the results using multiple projections including gnomonic, stereographic and spherical. It must be possible to vary a number of materials parameters including crystal structure, crystal strain and crystal orientation, and experimental parameters such as system calibration and microscope voltage. It must be flexible enough to be used for diverse tasks such as: (1) the generation of high quality simulations from crystals with different levels of strain for investigations of strain measurement by EBSD; (2) phase identification, comparing experimental observations and simulations on a quantitative basis; and (3) full field EBSD pattern analysis. It must be possible to import crystal data using common data formats such as CIF, CEL and XML, and import EBSD patterns using the common graphics formats. It must be possible to export results (simulated patterns) in common graphics formats. Market research resulted in locating only one firm, Bruker ADX, that produces EBSD simulation software meeting the needs of the Government. Discussions with subject matter experts indicate that Bruker ADX is the only firm that currently produces this type of EBSD software. A GSA Advantage search and Dynamic Small Business Search yielded no results. Telephone conversations and an Internet search located 3 firms other involved with EBSD technology but none of them produce EBSD simulation software and have no current plans to do so. Market research has shown that Bruker AXS is the sole company who can provide this software to NIST. Given these facts, Bruker AXS is the only source reasonably available to provide the required software. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 511210 with a size standard of $38.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST June 3rd 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
