- The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-(b)(1), with Physical Electronics USA, Inc. for annual maintenance of the Phi Quantera II X-ray Photoelectron Spectrometry. EPA has identified Physical Electronics USA, Inc as the only contractor able to provide preventative maintenance for the Phi Quantera II X-ray Photoelectron Spectrometry because they are the original equipment manufacturer. The EPA ¿s Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), located at EPA facility located at 5995 Center Hill Avenue, Cincinnati, OH 45224 utilizes this Phi Quantera II X-ray Photoelectron Spectrometry on a continuous basis for research. The intent of the maintenance program is to maximize operations and analytical throughput of the equipment and minimization of down time and repetitive repair to ensure that research deadlines can be met. The Phi Quantera II X-ray Photoelectron Spectrometry was purchased from Physical Electronics USA, Inc. Physical Electronics USA, Inc is the sole manufacturer and distributor of this instrumentation as well as the parts and products to support the equipment. This company possesses the unique capabilities of providing preventative maintenance and repair services for this instrument because they have factory trained technicians to provide the preventative maintenance and certified replacement parts. This procurement will be accomplished under FAR Part 12, Commercial Procedures. It is our intent to award a single fixed price purchase order consisting of one (1) 12-month base period and one (1) 12-month option periods for a potential term of 24 months. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation demonstrating their capability to provide this service to the office identified in this notice. Documentation must be submitted within 12 calendar days of the date of publication of this notice. Submit your capability statement in writing to Renita Tyus through the message center in FedConnect.
