Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to the London School of Hygiene & Tropical Medicine (LSHTM), London, UK to create statistical models for the Environmental Health Tracking Program using Distributed Lag Non-linear models and other statistical approaches to explore relationships between environmental exposures and health effects. Researchers at the London School of Hygiene and Tropical Medicine (LSHTM) have unique capabilities related to the development of innovative study designs and statistical methods. In particular, the school's research work of interest to the Environmental Health Tracking Program has focused on the definition of two-stage designs for multi-location time series data, and the development of statistical techniques known as distributed lag non-linear models (DLNMs) and multivariate meta-analysis (MV-meta). The two-stage design and related statistical frameworks address limitations of previous approaches, and currently represent the state of the art in environmental epidemiological investigations. LSHTM researchers have been authors of more than 25 scientific papers involving DLNMs and similar models since 2010. LSHTM researchers created the innovative statistical models that the Tracking Program is interested in, and LSHTM has sole access to the code necessary to create those models on the Tracking Program's behalf. Therefore LSHTM is the sole source through which these statistical models can be procured. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
