Description
NCO18 Contracting Office is seeking Service Disabled Veteran Owned Business (SDVOSB) sources capable of providing the equipment and installation listed below for the Amarillo Veterans Affairs Healthcare System Hospital. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. NOTE: TO QUALIFY SDVOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION DATABASE (VIP). Physical Medical and Rehab Supplies: TECHNICAL SPECIFICATIONS 2. Objective: The objective is to provide the Amarillo VA Health Care System with a new patient wandering/elopement system in our community living center (CLC). This contractual obligation will encompass the removal of the existing wandering/elopement system, and the TURN KEY installation of a new wandering/elopement system on the 1st and 2nd floors of building 29. This contract shall not require access to a VA system or VA sensitive information. This system must meet all the requirements of the Amarillo VA reusable medical equipment (RME) guidelines 3. Background. The current system has become obsolete. This system needs to be of the real time location service (RTLS) which uses radio frequency identifier (RFID) frequency modulation. The new system will improve location of roaming patients in the hospital CLCs. 4. Scope. The contractor shall furnish all labor, transportation, parts, expertise, and programming necessary to install a fully operational patient wander/elopement system in the CLC of building 29 of the Amarillo VA Health Care System. This system must be compatible with Real Time Location Service (RTLS) and integrate into the Rauland Borg Responder 5 Nurse Call System. The system must utilize Radio Frequency Identification, (RFID). Contractor shall provide all necessary components to include PCs, servers and etc. The system must have a central monitoring system on CLCA and CLCB that work independently of each other but report to the same servers. The central monitors must display a mapped layout of the areas monitored to show activity of roam patients. This system will have patient location identifier for each patient that is in the monitoring zone. The system will also monitor the travel between zones. The system will monitor the patient movement out of hospital safety zone, standing too close to an exit door (certain amount of time) and be able to poll the system data base for patient in the area. System will have separate log ins, for all users and service. System will have patient movement acknowledge at the recorded location to be reset there and not at the system monitor site. System must integrate with Rauland Responder 5 and send alerts to our existing CISCO 7925 phones through the responder 5 Nurse call system. System must lock doors with maglocks to prevent identified patients from exiting the building/floor. The installation will take placed in the Amarillo VA Health Care System on CLC-A&B of the nursing home. The system must display a map out location of roam patients and have the ability for clinical staff generate necessary reports. All servers that are needed will reside on the 5th floor of building 1 in the Biomedical Engineering Server Room. The facilities network infrastructure may not be used with this system. The contractor must provide 150 patient wrist band tags. SITE VISIT: The bidder is highly encouraged to visit the site to confirm the existing logistics such as location and dimensions. The site visit shall be for the purpose of observing any conditions relevant to the fulfillment of this contract. No consideration will be given to claims based on a lack of knowledge of existing conditions, except where the contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. The cost for the site visit shall be the responsibility of the vendor. The site address is: Amarillo VA Health Care System 6010 Amarillo Blvd. West Amarillo, TX 79106 SITE LOGISTICS: The CLC Unit consists of two floors. There are four single doors, two elevators, and two sets of double doors. The system will have real time location service/radio frequency identifier (RTLS/RFID) and will be used by 120 patients; 150 tags requested for a variable distance response from the detector source for exit/entrance and stair wells. This system will have patient location identifier for each patient that is in the monitoring zone. The system will also monitor the travel between zones. The system will monitor the patient movement out of hospital safety zone, standing too close to an exit door (certain amount of time) and be able to poll the system data base for patient in the area. System will have separate log ins, for all users and service. System will have patient movement acknowledge at the recorded location to be reset there and not at the system monitor site. The installation will take placed in the Amarillo VA Health Care System on CLC-A&B of the nursing home. System must have enter/exit keypad at all enter/exit locations. Requesting turnkey system 5. Specific Tasks. Company will install system (computer, monitor, software, cable and keypads) in the CLC -A/B of the nursing home and remove the old system. The old equipment removal will be handed over to the hospital (biomed) for disposal. There will be a keypad at all exit/entrance locations and stair wells. System will interact with the Stanly Roam alert Bracelet for the prevention of patient entering the stair unassisted. Monitors will be at the nurse's station on CLC A and B to monitor activities of patient moving about the zoned areas and be tied together; so CLC A or B can monitor both floors from one location monitor. Patient tags will be of the RTLS and will be of the frequency modulation type, minimum tag required is 150. The cabling connection will be of the grounded shielding type. Keypads will have tamper proof coverings. Remove old existing cabling before new cabling is installed (power, VLAN etc.). 5.1 Task 1 - Enterprise Management Controls. 5.1.1 Subtask 1 - Integration Management Control Planning. Weekly check status on equipment installation and progress Deliverables:VAMC Warehouse --Weekly Status Report on deliverables received-- Training for Biomedical staff and nursing staff Software licenses Network, power cabling Switching Equipment Monitors Keypads 5.2 Task 2. N/A Deliverables: Will be received and held by warehouse until supplies are needed for installation and delivered to Biomed for usage 6. Performance Monitoring Performance monitoring will be done on weekly basis; once job is started: 1.)Removal and Installation of cabling 2.)Installation of hardware a)cabling b)computer and software c)monitors d)keypads 7. Security Requirements No excess to patient date is obtained during the install and removable of the old system 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). N/A 9.
