- General Information: This Request for Information (RFI) is intended to provide source material for Training for Unified Communication Rollout to NIH Campus Users. It should not be construed as a solicitation or as an obligation on the part of the Federal Government, the National Institutes of Health (NIH), and the NCI. The NCI does not intend to award a cooperative agreement, grant, or contract on the basis of responses to this RFI or to otherwise pay for the preparation of any information submitted or for the Government's use of such information. Purpose: Based on the response to this RFI, the NCI may issue a solicitation at an undetermined time in the future or use the information to guide purchases of equipment, adaptation of specific methodologies or conduct specific methodological research. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME, no basis for claims against NCI shall arise as a result of a response to this Request for Information notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. This notice is for market research only. The NCI is specifically interested in determining the types of organizations available in the marketplace that provide these technologies. In particular, the NCI is seeking qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB] which provide these technologies. Based on the responses received from this announcement, an acquisition may be solicited as a Total Small Business Set-Aside. Background: The NCI Center for Biomedical Informatics and Information Technology (CBIIT) provides for the appropriate use of data science, informatics, and IT, exemplifying a commitment to customer service, teamwork, pride, professionalism and resulting in optimal support of the NCI's mission to accelerate the prevention and treatment of cancer. CBIIT is requesting Training for Unified Communication Rollout to NIH Main Campus. This training will include training end-users on the functions of the new devices. Contractor Requirements: The end-user training sessions will be hands-on. Training shall include instruction on how to use Jabber's collaboration tools (softphone, chat, presence, etc.), how to use Cisco Personal Communications Assistant to set the voicemail PIN, and how to use UC Self Care Portal to set speed dials. Class participants will include NCI research scientists, grants administrators, and other administrative staff. Training sessions are not for IT technicians, and will not include instruction on how to set up or install the Cisco phone service or Jabber software. The instructor will create or customize existing training material as necessary to meet NCI's needs and the instructor's training style prior to beginning the training sessions. All classes will include instruction, handouts, demonstrations, and hands-on exercises in using these tools. Duration of each training session should be 2-3 hours. NCI will handle administrative tasks such as advertising the class, registration, and copying student materials. Period of Performance: September 30, 2016 - September 29, 2017 How to Submit a Response: 1. Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12-point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a one-page resume of the individuals meeting the requirements, and up to two pages demonstrating experience over the past two years meeting the requirements of this notice. Statements should also include an indication of current small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. Organizations shall demonstrate 1.) Experience and Expertise of Staff; 2.) Corporate Capabilities and Past Performance; 3.) Technical and Management Approach; 4.) Cost 2. Due Date: Capability statements are due no later than August 8, 2016 by 5:00 pm Eastern 3. Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. All questions must be in writing and emailed to Kimesha.leake@nih.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov. No collect calls will be accepted. Please reference number N02CO62641-24 on all correspondence. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a RFQ may be published in Fed Biz Opps. However, responses to this notice will not be considered adequate responses to a solicitation(s).
