- This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13 and as supplemented with additional information included in this notice. This Request for Quotation (RFQ) announcement constitutes the only solicitation that will be issued; a quote is being requested and a written solicitation will not be issued. The government contemplates a Firm-Fixed Price Purchase Order resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88-1 dated June 15, 2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing; the small business size standard is 1,000 employees. PART 2 - Supplies or Services and Prices/Costs The Food and Drug Administration, Kansas City Laboratory performs pesticide and element analyses for domestic and import of human/animal feed. The analysis requires intensive sample preparation such as grinding, mixing and homogenizing of many complex product types to provide reliable scientific results. Samples include 1-5 lbs. finished and unfinished products such as meat, fruits, vegetables, corn, and various grains. General specifications: •The components and/or equipment shall be a newly manufactured, not used and refurbished, or previously used for demonstration. •The equipment shall be delivered with all necessary supplies and accessories required for installation and start-up. •The vendor shall demonstrate upon installation that the item meets all performance specifications below. Salient Characteristics •Must be able to handle a variety of sample types such as meat, fruits, vegetables, corn, and various grains. •Must be able to process 1 lb of product, but need the system to have sufficient throughput to process up to 5 lbs that could be performed in a small number of batches. •Must be able to process 5 lbs. of finished and unfinished products within 15 minutes. •There is a limited amount of room available for this instrument, therefore it must be able to fit on 37 inch by 41 inch bench top, be under 39 inches tall, no wider than 30 inches and be between 24 and 36 inches long. Due to the potential mobility of the equipment, the machine must not exceed a net weight of 400 lbs. •Must be designed for easy disassembly for convenient cleaning and maintenance for increase sample throughput, efficiency, and to ensure that potential crossover between samples is minimized. •Must have at least a 10 H.P. Motor which is totally enclosed and fan cooled with a break, set to run at 60 hertz or 3600 RPM to sufficiently grind the specified materials and ensure that the grinding system and/or the product does not overheat during the grinding process, which could impact the sample integrity. •Must include Stainless Steel Standard feed cover and cutting enclosure to completely enclose the grinding head and ensure safe operation of the machine. •Must have a Motor Start and Power Disconnect Safety Interlock System. •Purchase must include an In-Field Startup Session by vendor representative. 5000ML - Salient Characteristics: Stainless steel knife mill for grinding samples approximately 5000ML in size in accordance with the relevant requirements. •The unit shall be able to achieve homogenization and mixing of agriculture, biology, food, medicine / pharmaceuticals. •The unit shall cut material feed size of 130mm and other products to a final fineness of< 300 µm •The unit shall have a batch size and feed quantity of: owith standard lid 4500 ml owith gravity lid 4000 ml •The unit shall have a Speed at 50 Hz (60 Hz)digital, 500 - 4000 min-1 •The unit shall use a variety of material of grinding tools to include: oblade: stainless steel / titanium ofixation of blade: PVDF ocontainer: autoclavable plastic / plastic PP / stainless steel / glass •The unit shall have a setting of grinding time via digital, 5 s - 3 min •Shall have an Interval operation. •The unit shall have a drive via 3-phase asynchronous motor with frequency converter running with drive power continuously at 1.1 kW, short term 3 kW •The unit should have a protection code with the grinding chamber and keypad. •Must fit in an approximate space of W x H x D = closed: 440 mm x 340 mm x 440 mm. 700ML - Salient Characteristics: Stainless steel knife mill for grinding samples approximately 700ML in size in accordance with the relevant requirements. •The unit shall be able to achieve homogenization and mixing of agriculture, biology, food, medicine / pharmaceuticals. •The unit shall cut material feed size of 40mm and other products to a final fineness of< 300 µm •The unit shall have a batch size and feed quantity of: owith standard lid 700 ml owith reduction lid 300 ml owith gravity lid 300 - 600 ml •The unit shall have a Speed at 50 Hz (60 Hz)digital, 2.000 - 10.000 min-1 •The unit shall use a variety of material of grinding tools to include: oblade: stainless steel / titanium ofixation of blade: PVDF ocontainer: autoclavable plastic / plastic PP / stainless steel / glass •The unit shall have a setting of grinding time via digital, 1 s - 3 min •Shall have an Interval operation. •The unit shall have a drive via series-characteristic motor at a power of 900 W. •The unit shall have a protection code with the grinding chamber and keypad. •Must fit in an approximate space of W x H x D = opened: 350 x 410 x 553mm. Instructions to Offerors The Government will award a firm-fixed price contract to the lowest price technically acceptable (LPTA) offeror who can "meet or exceed" the specifications listed in this Request for Quote (RFQ) and performance requirements in Part 6. See additional information below in the "Technical Acceptability Criteria" section. The contractor shall provide the price and all documentation to support the total cost of the maintenance. Technical Acceptability Criteria The Government will evaluate the contractor's quote for technical acceptability based on the following: 1) Offers shall provide specifications confirming the instrument meets the technical salient characteristics/specifications and requirement in accordance of this RFQ and Part 3 of this RFQ and 2) The offeror shall state their ability to "meet or exceed" scope of service requirements in accordance of this RFQ. SAM: All interested offerors shall be registered in the System for Award Management (SAM), if the offeror is not registered in SAM, please visit https://www.sam.gov. You will need your Tax ID, DUNS Number and banking information. Vendors who are not registered in SAM will not be eligible for award. The Government reserves the right not to negotiate and award without discussion. QUESTIONS are to be submitted via email to alphonso.simmons@fda.hhs.gov no later than August 5, 2016 3:00 PM ET.
