- The Amarillo VA Health Care System (AVAHCS), El Paso VA Health Care System, and West Texas VA Health Care System are seeking Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of meeting the requirement listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. NOTE: TO QUALIFY SDVOSB AND VOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION PAGES (VIP) DATABASE. The North American Industry Classification System (NAICS) is 621420. Any SDVOSB or VOSB firms who wish to identify their interests and capability to provide this product must provide product specifications, performance and delivery information by notifying the Contract Specialist no later than 1:00 PM Central Time, August 8, 2016. Notification shall be e-mailed to Mark Branum, at mark.branum@va.gov. All information received in response to this Notice that is marked as proprietary will be handled accordingly. In accordance with the Federal Acquisition Regulation, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Notice. SCOPE: Clinical Video Technology (CVT) Mental Health Services will be provided to eligible Veterans in selected rural areas of VISN 17. Services are to be performed at times determined by the VISN Mental Health staff. The Mental Health care services will be performed by Veteran Affairs (VA) Mental Health providers utilizing secure clinical video conferencing equipment. The Contractor will designate a day or more in a week for use of their telemedicine equipment, room and staff (this will vary between Contractors due to current utilization). The VA will reserve the appointments with the Contractor for one-hour block of service on that day providing 48 hour notification. The VA will notify the Veteran of the date, time and location of the session. If the Veteran fails to appear, the VA will be billed by the rate agreed upon. However, if the VA provides a 24 hour notice of any cancellation, the VA will not be billed. Several rural health facility Contractors may be selected to fulfil this contract, to conveniently serve Veterans in the following areas in Texas. Big Spring VA Area Counties - Pecos, Brewster Amarillo VA Area Counties - Deaf Smith, Donley, Gray, Moore, Randall, Potter, Hutchinson, Ochiltree, Hale, Floyd, Lamb, Castro, Bailey, Childress, Hardeman, Wilbarger, Wichita, Montague, Wise, Young, Baylor, Haskell El Paso VA Area Counties - El Paso County Patients seen more than one hour will be paid in increments of 30 minutes after the first hour of visit. If Contractor-provided CVT equipment failure occurs, then the mental health service/therapy will be completed by telephone in the room where the CVT is located and the VA patient will use the non-VA facility phone. Cost for this type of service will reduced by 20 percent of contract cost. If a VA equipment failure occurs, then the mental health service/therapy will be completed by telephone in the room where the CVT is located and the VA patient will use the non-VA facility phone. There will be no change in contract costs.
