Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. All questions and/or comments shall be addressed via email to Tanya Latson (Latson.Tanya@epa.gov). Background: Under the Emergency Planning and Community Right to Know Act, the Toxics Release Inventory (TRI) program authorized under Section 313 requires subject facilities to submit data annually on toxic chemical use and management. This information is organized into databases at US Environmental Protection Agency (USEPA) and is currently made available to the public through the TRI website in spreadsheets, in a variety of access and analysis tools, and in the TRI National Analysis. TRI access and analysis tools make TRI data more accessible for the public and EPA employees. Using the tools one can conduct their own analyses on a variety of geographic areas, chemicals, industry sectors, etc. In addition to providing analyses to the public, the USEPA Toxics Release Program performs internal analyses to assess how the TRI program impacts industrial facilities and the public. Because TRI data submission results in industry burden, this burden is estimated by EPA using an Office of Management and Budget (OMB) approved method of analysis. Additionally, USEPA would like to have information about how TRI information reaches the public and how it is used by the public so that USEPA can make its data and analyses more accessible and useful. TRI audiences are showing an increased interest in identifying the various uses of TRI data to include Parent Company data. Parent Company and other TRI data are used by many organizations inside and outside of USEPA. The TRI Program needs to identify and analyze all usages of TRI data including the use of parent company names and affiliations. Through analysis and better understanding of the broad range of uses of TRI data by individuals and organizations, the Program can improve its efforts at data quality, facility identification and identify ways to further improve the use of TRI data. The acquisition will provide support for data analysis involving TRI data focusing on issues surrounding the analyses and support involving TRI data and other data, enhancement of the quality of TRI data and data use, TRI regulatory development activities and related efforts, economic analyses and related support for regulations, development of TRI Reporting Forms and Instructions (RFI) and TRI guidance documents, TRI training and other related training activities, Support for TRI Information Products, data access and analysis, support for data access and analysis tools and analytical guidance, recommendations regarding technical requirements to enhance, TRI electronic capabilities, community scale analysis and health effects impact communication, provide support for TRI meetings/conferences and other outreach efforts, and other assistance to the TRI Program as requested. Technical Capabilities: The objective of this effort is to provide support to the Environmental Protections Agency ¿s Toxic Releaes Inventory (TRI) Program. The contractor must be cost-effective, and possess expertise and experience across all the statement of work areas. Knowledge must be directly related to the Emergency Planning and Community Right-to-Know Act (EPCRA) and the Pollution Prevention Act (PPA). The contractor must be able to provide logistical planning, analytical approaches, Web-based support, regulatory development support, economic analyses, hazard assessments, and data quality review and other project and product support. The contractor must be able to provide quick turnaround responses to EPA for inquiries related to the TRI program and the TRI data. All deliverables must be well-written, subjected to quality control procedures, and easy to understand by laymen as well as technical experts. The contractor must be staffed with key personnel that are knowledgeable, experienced, and have expertise regarding the TRI program, its key stakeholders, TRI data quality, economic analyses, TRI rulemakings, the TRI National Analysis (formerly TRI Public Data Release); and TRI website development, design, and execution. The contractor must be able to provide technical, analytical and outreach support for meetings, conferences, and workshops. The contractor must demonstrate TRI knowledge and expertise. The contractor must demonstrate expertise in the Emergency Planning and Community Right-to-Know Act (EPCRA) and the Pollution Prevention Act (PPA) regulations. The contractor must demonstrate an expertise, knowledge and innovative approach that helped in the delivery of products on time and within budget. In particular, the contractor shall provide support for the following tasks: 1.Analyses and Support involving TRI Data and Other Data 2.Enhancement of the Quality of TRI Data and Data Use 3.TRI Regulatory Development Activities and Related Efforts 4.Economic Analyses and Related Support for Regulations 5.Development of TRI Reporting Forms and Instructions (RFI) and TRI Guidance Documents 6.TRI Training and Other Related Training Activities 7.Support for TRI Information Products, Data Access and Analysis 8.Support for Data Access and Analysis Tools and Analytical Guidance 9.Recommendations regarding Technical Requirements to Enhance TRI Electronic Capabilities 10.Community Scale Analysis and Health Effects Impact Communication 11.Provide Support for TRI Meetings/Conferences and other Outreach Efforts 12.Other Assistance to the TRI Program as Requested Section 508 Electronic and Information Technology Standards is applicable for this requirement. Capability Statement /Information Sought. The respondent's response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response is limited to fifteen (15) page limit. The 15-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondent's technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.
