Description
Assistive Technology Support Services: •1.0 Background Section 508 of the Rehabilitation Act, as amended in 1998, requires that when Federal Agencies, including Department of Defense (DOD), develop, procure, maintain, or use Electronic and Information Technology (E&IT), they must ensure that the E&IT allows Federal employees and members of the public with disabilities to have access and use of information and data that are comparable to that of persons without disabilities, unless an undue burden would be imposed on the agency. Federal law requires that the Defense Logistics Agency (DLA) support accessibility and meet Section 508 requirements so all users, regardless of physical ability, can be productive and support the mission. Furthermore, DOD and the Office of Management and Budget (OMB) require the accessibility of all E&IT systems and products procured by DLA. •2.0 Objective The objective of this contract is to obtain contractor support for implementation, configuration and testing of Assistive Technology (AT) solutions in support of Agency-wide Employees with Disabilities (EWD) who must use AT hardware and software to access information in support of their job function. This support includes project management, engineering support, user support and training for a comprehensive EWD/AT support program across the DLA enterprise. •3.0 Scope The contractor shall provide the required support services to the DLA to assist with planning, building, integrating, installing, training, and supporting of AT hardware, software solutions and related procedures for IT systems in support of operational activities for the agency's AT users. The purpose of this support is to provide installation, configuration and testing of AT accommodations to ensure DLA employees with disabilities are provided equal access to the information systems and opportunities at DLA. The contractor shall provide the technical expertise and consultation necessary to effect and optimize hardware installation and configuration, software installation and configuration, customer software scripting, help desk support, research and development efforts, and training to ensure the users understand the capabilities and limitations of the AT solutions provided. Support services include research and development, testing and evaluation, deployment and maintenance, training and user support. •4.0 Tasks The contractor shall augment the DLA Enterprise Help Desk and shall respond to trouble tickets submitted by Agency-wide EWD who must use AT hardware and software to accomplish their assigned tasks. The following tasks describe project management, engineering support, user support and training for comprehensive EWD/AT support. The contractor shall review and analyze production trouble tickets related to AT solutions and propose fixes. The contractor shall employ methods and mechanisms to actively assist AT users that are experiencing problems. •4.1 Task 1: Project Management The contractor shall provide Project Management. The contractor shall manage and coordinate all work, activities, issues, and other contractual obligations relating to this contract and shall interface with the Government Contracting Officer (CO), the Contracting Officer's Representative (COR) and any Task Managers. The contractor shall be responsible for the effective management of funds and personnel, and shall be accountable for the quality and timely delivery of all contractual deliverables. The contractor shall be accountable for contractor compliance with all applicable Government contracting clauses and assurance that contractor's corporate interests and activities do not conflict with or violate Government restrictions or edicts. •4.1.1 Quality Control Plan The Contractor shall employ a quality management system to ensure effective program management execution and software quality. The Contractor shall comply with the established performance metrics as described in this PWS. The Contractor shall deliver to the COR a draft Quality Control Plan (QCP) (CDRL A001) within 30 days after contract award and a final within 10 days after Government review. •4.1.2 Monthly Performance and Progress Report The Contractor shall monitor activities and deliverables under this contract and provide a Monthly Performance and Progress Report (MPPR) (CDRL A002) that describes program progress, costs, issues, problems and status. The period covered by the MPPR shall include: •o Completed activities •o Planned activities •o Risks and Issues •o Areas requiring Government action •o Statistics/Metrics as defined by the Government If applicable, travel costs shall be broken down by destination, duration, purpose, and costs for both monthly and cumulative to date. MPPRs for the previous month shall be delivered to the COR by the fifth business day of the following month. •4.1.3 Documentation The Contractor shall develop documentation (CDRL A003) as identified by the Government. Once created, the documentation will transition to sustainment for operations, support, and continual maintenance of the products developed. The Contractor shall prepare and update documents related to technical specifications, training materials and operation and system user manual and other system related information. The contractor shall provide subject matter expertise in AT. The contractor shall provide recommendations to the J62 PEO Systems Engineering Office in the following areas: •· DLA Policy and Instructions regarding Section 508 requirements and AT solutions •· Emerging AT technology with potential to improve accessibility •· Evaluation of prospective software and recommendations for AT products to meet the needs of DLA users •· Support for the DLA AT planning and configuration management process •· Configuration management and IT infrastructure to best support the deployment and use of AT solutions across the DLA Enterprise •· User interface technical requirements to ensure systems developed are accessible and compatible with COTS AT solutions •· Code review and testing of DLA systems for compatibility with AT solutions •· Testing for compatibility and interoperability of multiple AT solutions •· Gathering performance and usability metrics for DLA systems and AT solutions across the DLA enterprise •· Suggestions for alternate AT technologies and solutions to improve accessibility and enhance user capabilities •· Section 508 related guidance and direction for long range planning for legal, liability and legislative issues The contractor shall possess and apply expert AT skills to install, configure, support, maintain, and document processes for current and future Enterprise Software tools. Currently approved DLA Enterprise software tools are: JAWS, Magic, ZoomText, Dragon Naturally Speaking, Kurzweil 3000 and Kurzweil 1000. The contractor shall assist the J62 PEO Systems Engineering Office and the Test Directorate with configuration of AT software and support automated and manual testing of applications and systems for Section 508 compliance and compatibility with AT solutions. Other duties to support the DLA PEO Systems Engineering Office: •· Assist in the installation, configuration and initial user training for AT software and hardware within the DLA Enterprise network and with the DLA desktop image of approved applications •· Document status and results of all engineering support activities in DLA Remedy enterprise help desk trouble ticketing system •· Document steps and results of engineering support activities in DLA Knowledge Management articles to aid help support personnel addressing help desk trouble tickets from other individuals experiencing similar issues •· Research version changes and updates to AT and provide troubleshooting and recommendations to minimize issues encountered during the upgrade process •· Provide technical recommendations regarding hardware, including: AT scanners, Braille reading devices, Braille printers, hand-held AT devices for vision impaired users, OCR reading devices and phones for vision and hearing impaired users •· Communicate technical issues to AT software vendors and open trouble tickets with vendors as necessary to troubleshoot DLA AT issues •· Communicate and coordinate AT issues with other DLA J6 entities: networking, cybersecurity, desktop support, desktop imagining, configuration management, routing/firewall, and telephony •· Examine software code in various applications to determine Section 508 compliance and making recommendations to insure compliant applications •· Work with third party software compliance tools •· Program and script various AT software products to work seamlessly with DLA applications and document the scripts in DLA Remedy system Knowledge Management Articles. •· Apply advanced knowledge regarding how SAP works with AT software •· Confer with other J6 application owners within DLA to create, troubleshoot and maintain hot keys and scripting to optimize AT performance with DLA applications. Applications include: Skillport, the Learning Management System, SAP, and the Eagle timekeeping system. •· Perform license management assistance and coordinate licensing issues with the DLA Asset Manager •4.3 Task 3: User Support The contractor shall provide end-user support for AT users. This includes: •· Assisting users by phone, remotely and via desk side support •· Responding to and diagnosing hardware and software problems through discussion and troubleshooting with users •· Identifying, assessing, troubleshooting, researching, recommending and documenting appropriate AT solutions •· Assisting in the set-up, installation, and configuration of AT software and hardware for EWDs •· Assisting the DLA PEO Systems Engineering office with automated ticket creation and updating status of trouble tickets The contractor shall travel within the Continental United States as necessary to provide on-site support for EWDs as required. Estimated travel is one week per quarter to one of the following DLA locations: Philadelphia, PA; Columbus, OH; Battle Creek, MI; Ogden, UT. •4.4 Task 4: Training The contractor shall provide training to Agency personnel on the use of AT and its interaction with COTS applications. The contractor shall provide training for multiple audiences and purposes such as: •· End-user training •· Developer training •· Train-the-trainer training •· Training for Help Desk personnel •· On-line and written training materials: •o Help desk knowledge management articles •o FAQs regarding accessibility best practices •o Conducting informal DCO sessions and webinars •o Posting accessibility materials on SharePoint (DLA e-Workplace) •o Proving input to DLA Learning Management System (LMS) training materials The contractor shall develop and provide all Training Material (CDRL A004) including manuals, documents, training aids, and other materials needed to conduct the required training. Travel to Government sites may be required to provide training. The contractor shall provide Section 508 training as necessary throughout the DLA Enterprise including but not limited to: how to format documents so they are accessible to AT users; how to write accessible applications for SharePoint sites, websites, database applications, Enterprise Resource Planning (ERP) Tools and client-server applications; how to create accessible training aids for EWDs; how to create/troubleshoot/document/maintain specialized scripts for various AT software products for optimal performance. The contractor shall use knowledge and application of Web Content Accessibility Guidelines (WCAG 2.0) in all training materials.
