- The US Environmental Protection Agency (EPA), Cincinnati Procurement Operations Division intends to award a purchase order for a Surpass Surface Potential Analyzer to Anton Paar USA on a sole source basis, under the authority of FAR 13.106-1(b)(1) for EPA's Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Sustainable Technology Division (STD), located in Cincinnati, OH. Anton Paar USA is the manufacturer of the SurPASS 3 Surface Potential Analyzer for solid samples Anton Paar's SurPASS will be used for electrokinetic investigation of surfaces such as membrane, biofilms, filter sand, water distribution pipes, biopolymers with special engineering application and nanocomposite polymers that reflect very sensitive changes in properties at the outermost solid. The electrokinetic analyzer will provide a state-of-the-art capability for determination of zeta-potential of macroscopic solid surfaces and coatings. The electrokinetic analyzer (EKA) uses streaming potential measurements for studying such changes of surface chemistry at solids with different shapes and the functionality of the solid surface. The zeta potential is measured versus different pH value. EKA allows studying adsorption processes directly and the zeta potential can be determined versus the concentration of the adsorptive including. It can also be used for investigation of adsorption of multicomponent mixtures since competing adsorption processes are detectable. The EPA needs a single unit EKA that can perform the following: 1) testing of particles with diameter as low as 25 micrometers, 2) Reference measurement not required, 3) testing via streaming current as it is more effective than streaming potential for certain solid samples, 4) automated determination of the zeta potential versus pH testing via integrated titration unit. The EPA knows of no EKA other than the Anton Parr SurPASS which possess these capabilities. The North American Industry Classification Code (NAICS) is 334516. The size standard for this code is 500 employees. THIS NOTICE OF INTENT is not a request for competitive proposals. No solicitation document is available. However, interested parties may identify their interest and capability of meeting EPA requirements by submitting technical documentation to Garry A. Plear, Contract Specialist, at the U.S. Environmental Protection Agency, 26 W. Martin Luther King Drive, Cincinnati, Ohio 45268 or by e-mail plear.garry@epa.gov. The technical documentation must establish that the instrument to be provided meets all requirements. Anticipated award date will be in September of 2016. Documentation must be submitted to Garry A. Plear by 3:00 PM, August 16, 2016. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
