- This is an Indefinite Delivery, Indefinite Quantity, Fixed-Price with EPA type contract. The intention of this solicitation is to make multiple awards for the entire spectrum of categories of items required. The solicitation maximum will be established based on the total of the maximums established under each individual contract awarded. No single contract awarded will have a stated total maximum of greater than $317,885,749.68. The Defense Logistics Agency Troop Support, Medical Supply Chain, Strategic Materiel Sourcing Group (SMSG)/Medical Readiness Division, establishes partnerships between the Department of Defense (DoD) and industry distributors to ensure that the industrial base is prepared to respond to the Military Services' increased demand for items designated as critical during times of mobilization, war, contingency and military or other operations, to include humanitarian, emergency or urgent relief efforts. Contingency operations are defined under Clause 52.212-9000 "Changes - Military Readiness". DLA Troop Support -Medical will be able to ensure rapid item availability by entering into long term contracts with product line item distributors. These long term Vendor Managed Inventory (VMI) contracts will provide access to Nationwide commercial medical/ surgical inventories of all types, versus the Government expending scarce dollars to purchase, warehouse and manage the 'readiness' designated items. This solicitation complements the Medical/ Surgical CEC solicitation however differs in the fact that the CEC program engages with manufacturers whereas the VMI program focuses on distributors of multiple manufacturers. While manufacturers can provide a large depth in coverage, distributors have access to a wider breadth of coverage that cannot be obtained directly from a manufacturer. Both programs seek to obtain support for the approximately 8,622 medical/surgical items not on contract. The previous solicitation required contractors to provide sustained material support of medical/surgical items and other related medical/surgical products such as medical/surgical consumables, laboratory chemicals and reagents, surgical, dental, x-ray instruments, Blood Analyzers, bandages, catheters, sponges, gauze, wraps, drapes, gowns and blood and urine products which the Military Services have identified as critical readiness items. These products are generally manufactured and managed by the medical/surgical industrial base companies. VMI awards establish long term partnerships with contractors to provide this surge, re-supply and sustainment capability. To maximize overall coverage of the required product line items and to ensure availability in support of contingency operations, multiple contract awards may be made. The Government reserves the right to make one or more award(s). The solicitation will be structured to encourage participation of small businesses as well as large since offerors may propose to support as little as 1 line item up to the full 8,622 solicited product line items. Large businesses that submit an offer will be required to submit a Subcontracting Plan. Any resultant award from this solicitation shall consist of one (1) base period which may consist of a minimum nine (9) months and no greater than fifteen (15) months with the option to extend the contract for each of eight (8), one-year option periods and a final option period of 9-15 months with the total length of the contract being 10 years (120 months).
