Description
SOURCES SOUGHT: PLURAL COMPONENT PAINT PROPORTIONING SYSTEM PURPOSE/GENERAL PROJECT DESCRIPTION: The purpose of the project is for the contractor to provide and install swivel hooks to the Chain Conveyor for the 208B This effort shall be a turn-key effort, where the contractor provides all parts and labor needed to perform all tasks outlined in this Purchase Description. Design Ownership: This equipment may be a standard product of the manufacturer and may require either no change or minor design changes to meet requirements of these specifications. Therefore, ownership of the design will remain with the manufacturer. CURRENT SYSTEM: Chain Line, General Information: JMTC owns an electrostatic chain conveyor paint line where parts move past both the primer, and finish application booths. The paint application system and parts can be electrostatically charged. Parts are moved through the paint booths via an elevated chain conveyor system, and then are dried by forced air and infra-red ovens. Manufacturer is Trimac, Model RA0709, Serial Number is RA0709-0110-2209-9. It's also known as RIA 34173. Characteristics of Chain Line: The chain line is approximately 740 lineal feet long, with the rail manufactured of 458 I-Beam. Minimum turning radius is 78-inches. The chain moves up to 6 feet-per-minute. Trolleys are spaced every 24-inches, however, parts hangers are only used on are every third trolley, or every 72-inches. Each hook has a rated capacity of 400-pounds. An illustration of a typical section of the chain line is provided at Enclosure 1. Paint and Product Types: JMTC applies two part epoxy based top coatings, enamel based top coatings, urethanes, primers, and various other single and two part coatings to steel, aluminum and other material surfaces. BASIC- SPECIFICATIONS AND PERFORMANCE REQUIREMENTS TO PROVIDE AND INSTALL QUANTITY (20) SWIVEL HOOKS The contractor uninstall quantity twenty (20) open loop hooks/open hook assemblies on the existing chain line. The contractor shall provide and install (20) swivel hook sets/swivel hook assemblies onto the existing paint chain conveyor line. The (20) swivel hooks (or swivel hook assemblies) shall be installed every third trolley, and in a continuous section of the paint line conveyor system. The Swivel hooks/swivel hook assemblies be aligned parallel to the chain conveyor. The "home" position for the swivel shall be when the hook is parallel to the conveyor line. The swivel hooks shall have plus and minus 15-degrees of movement from the "home" position. The swivel hooks shall return back to the home position after pressure has been released. The Contractor shall tension the chain line during, and after the installation of the new swivel hooks to minimize effects the swivel hook installation has on operations of other sections of the line. The each trolley and hook assembly shall have the same weight carrying capacity as they did before the replacement. The retrofit effort shall have no effect on the speed, or torque placed on the drivetrain powering the chain line, or the functional operation of the line. OPTION 1- SPECIFICATIONS AND PERFORMANCE REQUIREMENTS TO PROVIDE AND INSTALL ALL REMAINING HOOKS ON THE CHAIN PAINT LINE The contractor uninstall the remaining open loop hooks/open hook assemblies on the existing chain line. The contractor shall provide and install the remaining swivel hook sets/swivel hook assemblies onto the existing paint chain conveyor line. The remaining swivel hooks (or swivel hook assemblies) shall be installed every third trolley. The Swivel hooks/swivel hook assemblies be aligned parallel to the chain conveyor. The "home" position for the swivel shall be when the hook is parallel to the conveyor line. The swivel hooks shall have plus and minus 15-degrees movement from the home position. The swivel hooks shall position back to the home position after pressure has been released. The Contractor shall tension the chain line during, and after the installation of the new swivel hooks to minimize effects the swivel hook installation has on operations of other sections of the line. OPTION 2 - SPECIFICATIONS AND PEFORMANCE REQUIREMENTS FOR THE CONTRACTOR TO PROVIDE PARTS, EXCLUSIVELY The contractor shall provide open swivel hooks/open swivel hook assemblies for the remaining of the unswivel hook sections of the Rock Island Arsenal's Building 208B paint line chain drive parts conveyor (which were not replaced under paragraph 4.0 through 4.4). No disassembly of RIA's existing hooks/assemblies is required. No installation of the new swivel hooks/assemblies is required. Swivel hooks/swivel hook assemblies be aligned parallel to the chain conveyor. The "home" position for the new swivel hook/swivel hook assembly shall be when the hook is parallel for the conveyor line. The swivel hooks shall have plus and minus 15-degrees movement from the "home" position. The swivel hooks shall return back to the "home" position after pressure has been released. Security: The Rock Island Arsenal is an Army installation subject to Department of Defense safe-guards, various precautions and plant protection measures. At all times during execution of this equipment purchase and delivery, the contractor will maintain adequate plant protection devices to minimize espionage, sabotage, and other malicious destruction and damage. When delivering the MHE to Rock Island Arsenal, the contractor shall comply with all security requirements of the Rock Island Arsenal. Rock Island Arsenal Island-Wide Force Protection levels may be adjusted/changes at any time, which may cause possible delays and will directly affect procedures for accessing Rock Island Arsenal. Safety: The contractor shall perform the work in a safe manner, and in accordance with all Rock Island Arsenal Safety, and Occupation Safety and Health Act (OSHA) Regulations and Statutes. Training: No training is required. Delivery: The project shall be performed at Rock Island Arsenal (Building 208). Parts shipment to Rock Island Arsenal is the responsibility of the contractor. Parts deliveries and service visits will only be allowed from 0600-1530 hours, weekdays, excluding Federal Holidays. These hours are subject to change, however, the Government will notify the contractor of such changes. The vendor will contact the designated Contracting Officer's Representative (COR) to obtain an electronic key for their representative (i.e. delivery driver) in order to have access to the facility. Deliveries and service calls outside the normal business hours stated above will be coordinated with the COR to address emergency situations. Warranty: The individual components installed shall be provided with a parts and labor warranty for one-year. The contractor shall repair all manufacturing defects in the equipment during that period, free of charge. This is a market survey for planning purposes only and should not be construed as a Request for Quote or as an obligation on the part of the Government. The Government does not intend to award a purchase order on the basis of this market survey or otherwise pay for information solicited. Rock Island Arsenal will only utilize the information you provide in developing its acquisition approach for future requirements.
