- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, intends to negotiate and award, on a sole source basis, a Firm Fixed Price (FFP) Basic Order Agreement (BOA) order and modifications to Martin-Baker Aircraft Company, Ltd. (MBA), Higher Denham, Middlesex, England for non-recurring engineering for modification of the Navy Aircrew Common Ejection Seat (NACES) seat pan, to retrofit a higher volume/pressure emergency oxygen system to replace the existing system. This work is in support of the F/A-18 program and will also include the associated engineering, logistics support, and technical data. The proposed contract actions for the NACES Upgrade are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." MBA is the sole designer, developer, and manufacturer of the NACES and therefore is the only source with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner in order to meet fleet requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Responses shall be made in writing by E-mail or U.S. mail to the attention of Mr. Matt Kasperavicius using the contact information provided in this synopsis. Companies interested in subcontracting opportunities should contact Mr. Derek Lewis of Martin-Baker Aircraft Company, Ltd. At DLewis@martin-baker.co.uk
